800K •- " '~ .AGE ~'~~ <br />The following? resolution was introduced: <br />RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS <br />OF OR4NGE COUNTY, NORTH CAROLINA <br />At a meeting of the Board of County Commissioners of Orange County held <br />at its meeting room in the County Courthouse of Orange County on May 1;., 1970, <br />pursuant to due and published notice, at which a quorum of the Hoard was present, <br />on motion, duly seconded the following motion was unanimously adopted: <br />WH~iR95, North Carolina Blue Cross and Blue Shield, Ina., s corporation <br />organized and doing business under the laws of the State of North Carolina, has <br />reauested that the Board of County Commissioners of Orange County close a certain <br />road au_~euant to North Carolina General Statute 153-9 (17), which said road <br />reauested to be closed is located as follows: <br />Outside the town limits of the Town of Chapel Bill in that <br />subdivision known as Cedar Terrace Annex, as surveyed and slatted <br />byy'' Hunter Jones, C, E, which plat is recorded in Plat Book 6 at Page <br />78, Orange County Registry, more particularly, that portion of Lakeview <br />Ilrive South, also knoim as Carriage Lana, which extends from a line <br />formed by the intersection of the west line of Lakeview Drive West <br />extended with the south line of Lakeview Drive South extended, in a <br />westerly direction and then in a southerly direction to the northern <br />line of the Old Chapel Hill Road (N, C. 17l~0), being a road 60~ in width <br />ae shown on said pplot, to which plat reference is hereby made, Said <br />road abuts lots 38-$0 and lot 66~of said subdivision and other property <br />to the North and West, <br />WHEREAS, the Board of County Commissioners of Orange County heard said <br />request at its public meeting on May l}, 1970, at 11:OD a. m, and no one in opposition <br />to said reouest appeared at the meeting; ~, <br />WHEREAS, the Hoard of County Commissioners of Orange County made the following I' <br />findings pursuant tv the provisions of North Carolina General Statute 1$3-9 (17): <br />1, That North Carolina Hlue Cross and Blue Shield, Inc, holds the fee simple <br />title to all of the. property abutting the road rea_ueated to be closed on both sides ~ <br />along its entire length as dedicated, <br />2. That the road sought to be closed has not at any time been maintained by <br />the State Righway Cotmnisaion of the State of North Carolina nor is it under the <br />control or supervision of the State Highway Cotrmtisaion, <br />3, That notice of this meeting has been published once a week for four weeks <br />in a newspaper published in the county, <br />1!.. That it appears to the satisfaction of the Board of Commissioners that <br />the closing of said road is not contrary to the public interest and that no <br />individual owning property in the vicinity of acid road or in the subdivision in ~ <br />which it is located will thereby be depriged of reasonable means of ingress and <br />agrees to his property. <br />THEREFORE, BE TT RESOLVED that the road described above be and is hereby i <br />closed pursuant to the provisions of North Carolina General Statute 1$3-9 (17), <br />i <br />Upon motion of Commissioner Ward, seconded by Commissioner Ray, the request <br />of North Carolina Blue Cross and Blue Shield, Inc, to close the road known locally ~ <br />as Carriage Lane and/or Lake View Drive South was aaproved, <br />Chairman Smith recognized Donald Roberts, Chairman of the United States <br />Department of Civil Defense Committee, and Burch Compton, Civil Defense Director. <br />Mr, Compton stated that he had met with the United States Department of Civil <br />Defense Committee and that the following recommendations relative to the <br />eatablishmant of a Civil Defense Unit were being brought to the Hoard of Commissioners <br />and they are as follows: <br />Provide facilities for a com_.nunication center, meeting room, office and I <br />emergency operation center and make available the sum of $1,p00.C0 for converting <br />-. the current storage room and coal bin area of the courthouse for use of the i <br />~ previously referred facilities plus the sum of $2,000.00 for the employment of <br />clerical assistance. <br />._ Discussion ensued relative to Mr, Compton~s request. Chairman Smith reauested <br />that Commissioner Walker and the County Administrator work jointly with NIr, dompton <br />in the matter of locating proper space for the housing which had been requested by <br />the Civil Defense ~]irector, <br />i <br />Upon motion of Commissioner Ward, aecondad by Cominisaionar Ray, it was moved <br />and unanimously adopted, that the sum of $500,00 be allooated from the contingency <br />fund to the Civil Defense Program. <br />
