~aoK '7 ~acE 275 <br />6~REA5, the Department of Housing and Urban Development has issued <br />regulations that require assurance by the Local Authority of compliance <br />with said Act and the filing of a statement of such compliance. <br />NOW, THEREFORE, BE IT RESOLVED: <br />That the Commissioners of the Orange County Housing Authority in a <br />meeting, duly assembled, do hereby approve the "Statement of Local Authority <br />as to Compliance under Title VI of the Civil Rights Aot of 1961J,," a cony <br />of which is attached hereto and made a part hereof. The Secretary 3s <br />hereby authorized to execute same in triplicate and transmit two copies to <br />`__ the Assistant Regional Administrator fox Housing Assistance, Atlanta, Georgia. <br />TENANT SELECTION AND ASSTGidFIENT PLAN <br />Following is a statement of the Local Authority~~ plan for selection of <br />applicants and assignment of dwelling units, in sufficient detail to in- <br />dicate consistency of the plan with: AIID requirements in paragraph ld of <br />Exhibit 2 to Low-Rent Housing Manual Section 102.1: <br />THIS AUTHORITY WILL NOT, ON ACCOUNT DF RACE, COLOR OR TATIONAL ORIGIN, <br />DENY TO ANY FAMILX THE OPPORTUNITY TO APPLX FOR ADMISSION, NOR DENY TO <br />ANY ELIGIBLE APPLICANT THE•OPPORTiTNITY TO LEASE OR RENT A_ DWELLING UNIT <br />SUITABLE TO ITS NEED IN ANY PROJECT. <br />A CE[~TTR.4L APPLICATION POOL WILL BE MAINTAINED AND INSOFAR AS SOLVENCY <br />PERMITS, TENATTTS WILL BE SELECTED THEREFROM FOR APPROPRIATE SIZE UNITS <br />IN ACCORDANCE WITH THE PREFERENCES AND PRIORITIES SET FORTH IN THE ADOPTED <br />REGULATIONS GOVERNING ADMISSTO:T, ACCORDING TO THE DATE AND TIME THE <br />APPLICATION WAS FILED. <br />APPLxCATIONS WILL BE FILED BY UNIT S_TZE.REAUIRED AND WITRIN UNIT SIZE <br />BY PREFERENCES AND WITH=N PREFERENCES BY GENCY OF NEED AND IF THE <br />NEED IS THE , THE DATE AND TIME OF APPL CATION WILL GOVERN. <br />THE APPLICANT AT THE TOP OF THE COMMUNITY-WIDE LIST WILL BE OFFERED A <br />VACANT UNIT AT THE LOCATION CONTAINING THE LARGEST NUMBER OF VACANCIES. <br />IF SUCH OFFER IS REFUSED, THE APPLICANT WILL BE OFFERED A UNIT AT THE <br />LOCATION CONTAINING TEE NEXT HIGHEST NUMBER OF VACANCIES. IF THE APPLICANT <br />REFUSED THREE (3) SUCH OkF'ERS, THE APPLICATION WILL BE REMOVED TO THE <br />BOTTOM OF THE LIST.. <br />IF THE APPLICANT PRESENTS SATISFACTORY EVTDE.YCE THAT ACCEPTANCE OF ANY <br />OFFERED UNIT WILL RESULT IIQ UNDUE HARDSHIP NOT RELATED TO RACE, COLOR OF <br />NATIONAL ORIGIN, THE REFUSAL SHALL NOT COUNT AS ONE OF THE ALLOWABLE <br />REFUSALS. A RECORD WILL BE MAINTAINED IN THE APPLICATION FOLDER (OR, <br />ON THE APPLICATION) AS TO THE VACANCIES OFFERED, ITTCLUDING LOCATION, DATE <br />ANA CIRCUMSTANCES OF EACH OFFER AND EACH REJc~CT20N OR ACCEPTATCE. <br />Date: May 4, l~a7o <br />ORANGE COUTITY ROUSING AUTHORITY <br />By: a/ C. Smith <br />Chairman <br />Upon motion of Commissioner Bennett, seconded by Commissioner Ray, Chairman <br />Smith was authorized to sign the "Tenant Selection and Assignment Plan" which <br />was attached to the Civil Rights Resolution. <br />It was brought to the attention of the Board, by Coolidge Porterfield, <br />that in previous action Cotrunisaioner Walker had been named Secretary of the <br />Orange County Housing Authority, however, Mr. Porterfield stated that he had <br />learned that the Executive Director of the Public Housing Authority was also <br />authorized and instructed to serve as Secretary of the Public Housing Authority. <br />Upon motion of Commissioner Walker, seconded by Commissioner Ward the following <br />resolution was unanimously adopted: <br />WHEREAS, the Orange County Housing Authority is legally entitled to an <br />Executive Director who by statute will also serve as Secretary, and <br />WHERESS, it aupears to thin Board that Coolidge Porterfield is an able <br />and competent person for such position. <br />NO[d, THEREFORE, BE IT RESOLVxD, That the said Coolidge Porterfield is <br />hereby appointed Executive Director of the Orange County Housing Authority. <br />There being no Further business to come before the Commissioners of the Housing <br />Authority the meeting was adJourned and was re-convened as a Board of Commissioners. <br />r <br />A. <br />
