To establish a task force to develop along-range plan for the Northern Human <br />Services Center to include a plan for the property surrounding and adjacent to the center that the <br />County owns. <br />BACKGROUND: The facility is actively used for Recreation and Park activities and provides <br />space for many agencies including JOCCA-Senior Citizens Nutrition Program, Head Start; Cedar <br />Grove Daycare and the Cedar Grove Resource Center. Approximately $319,000 has been spent on <br />renovations over the past 10 years. Since the County has purchased 40 acres contiguous to the <br />Center, it seems prudent that a task force be formed to address long standing issues and develop <br />possible uses for this site. One long standing issue that needs to be addressed is that of siting a new <br />septic tank. Possible uses for this site could include a park and ride lot, walking trails, expansion of <br />the present park, active and low impact activities, etc. The composition of the committee would <br />include citizens from the Cedar Grove neighborhood, two County Commissioners, County Manager <br />John Link, Assistant County Manager Albert Kittrell, Recreation and Parks Director Bob Jones and <br />Purchasing and Central Services Director Pam Jones. It is estimated that the task force will meet <br />three to five times. <br />FINANCIAL IMPACT: The direct financial impact from creation and operation of this task <br />force will be minimal. It is only expected that this task force will meet three to five times. There <br />will be some staff involvement with ongoing administrative support to this group. <br />RECOMMENDATON(S): (1) To create a task force involving local residents from the northern <br />part of Orange County to get their input and suggestions concerning the expansion and development <br />of active and low impact recreational opportunities at the Northern Human Services Center in Cedar <br />Grove; (2) present on the November 3, 1999 agenda a charge, timeline and membership <br />composition for this task force. <br />
