The Hebron incorporation . <br />request has brought to light the many sensitive issues concerning annexation and <br />incorporation. We believe the issues surrounding growth and annexation into <br />unincorporated areas can be resolved through joint planning. <br />A joint planning agreement would foster enhanced cooperation, coordination and analysis <br />regarding the annexation reserve areas and their transition into the jurisdiction of a town. <br />Land use compatibility and the impact of growth on public service provision and <br />facilities is: of paramount importance because it literally and figuratively taxes the quality . <br />of life of county and town residents. <br />We have noted below some options that can address the needs of town, county and <br />citizens and lead to quality comprehensive planning. <br />TOWN /COUNTY JOINT PLANNING OF <br />ANNEXATION AREAS <br />1.
