Whiffed was recommended for replacement within the <br />present funding cycle. 503 West Franklin (Skills Development Center) was recommended within a five <br />year period. <br />As .the Board was advised during in an October 5, 1999 agenda item, the roof at the Franklin Street <br />property is recommended for replacement. at .this time because of a significant leak problem that has <br />affected a tenant in the 501 portion of the building (the 503 roof partially covers the 501 property as <br />well). Compounded by the high winds and heavy .rains recently, the roof sustained more damage.: It is <br />therefore advisable to move forward. with replacing the roof rather than trying to continually patch the <br />problem. <br />Plans and specifications were prepared by CTL, Inc., the roofing consultant responsible for the roofing <br />survey. Bids were solicited .with three bidders responding on Whiffed and only one on 503 West <br />Franklin. Owens Roofing Company, Raleigh, submitted the lowest responsive bid for a sum of $195,111 <br />for the Whiffed Building.and $131,870 for the 503 West Franklin Street property. CTL has reviewed the <br />bids, has confirmed compliance with the specifications and has recommended award to the lowest <br />bidder, Owens Roofing Company. <br />FINANCIAL IMPACT: Funds to complete this work are available in current year CIP-Roofing Projects <br />Account. Status of the account is as follows: <br />Original appropriation $583,000 <br />Spent to date 8 905 <br />Balance remaining ~ $574,095 <br />Cost of action within this abstract 326 981 <br />.Remaining balance if this item is approved $247,114 <br />
