BOOK..... ~ ;-GE `CBS <br />Chairman Smith read a letter from the Cedar Grove Raritan Club relating to <br />the improvement needed on certain roads in the Cedar Grove area. Aiacusaion ensued. <br />The Clerk was directed to forward this correspondence, along with the two road <br />petitions, tv the State Highway Commission. <br />Dr. O, David Garvin, District Health Officer, preeented a report on the <br />activities of the Health Department and a report on the agency concerned with <br />administering home health sere and other needed services to the aged and infirmed <br />of the Chapel Hill area. Chairman Smith requested Dr. Garvin to keev the Board <br />advised of the progress of both agencies. <br />Chairman Smith stated that he had been advised, by the Orange County Planning <br />Board, that the request of C, P. Buckner to re-zone, Prom a residential area to a <br />rural commercial area, a small tract of land on Mt. Carmel Road had been approved <br />by the County Planning Board on the basis of a three to one vote. <br />Chairman Smith recognized John T. Manning, Attorney at Law from Chapel Ai 11, <br />North Carolina, who spoke in opposition to the proposed re-zoning of the C. P. <br />Buckner property. <br />Chairman Smith then recognized Eddie Williams of Chanel Hill, North Carolina, <br />who spoke in favor of the reouest for re-zoning as submitted by C. P. Suclmer. <br />Discussion ensued. <br />Upon motion of Commissioner Ward, seconded by Commissioner Bennett, it was <br />moved and unanimously adopted, that the recommendation of the County Planning Board, <br />relative to the re-zoning of the C. P. Allred !}-1-70 From 1l~3 to 138 <br />Elsie Council ~-1-70 From 71 to 68 <br />Lizzie.West 1}-1-70 Fram 1}3 to la.8 <br /> sAM~ <br />Thomas S, Breeze. 73.00 <br />REASON <br />Entered nursing home <br />Inoreased SSA benefits <br />Increased SSA benefits <br />Chaage in coat of utilities <br />To include mediosl transportation <br />OASI increase <br />Increased SSA benefits <br />Increased SSA benefits <br />TERMINATION <br />Dora Winston L~.-1-70 12.00 Death of recipient 3-22-70 <br />-f~~ A document entitled "Memorandum of Understanding Between Orange County, Orange <br />Soil sad Water Conservation District; and the United States Department of Agriculture <br />Soil Conservation Service" was preeented to the Board by the County Administrator <br />for their aavroval and signature. <br />Chairman Smith stated that the Soil Conservation Service would conduct preliminary <br />tests of the suggested water storage site in order to establish the suitability of <br />said site and that the exploration would be expensive and the Conservation Department <br />would be unable to proceed w3,th the tests unless the memorandum was duly executed. <br />The County Attorney stated that the memorandum specified the responsibilities which <br />moat be asslaued by both the County of Orange and the United States Department of <br />Agriculture Soil Conservation Service, however, the axeaution of the contract would <br />not be valid if the County decided not to proceed with the survey project. <br />Unon motion of Commissioner Ray, seconded by Commissioner Bennett, it was moved <br />and unanimously adopted, that Chairman Smith be authorized to sign the memorandum <br />entitled "Memorandum of Understanding Between Orange County, Orange Soil and Water <br />Conservation District; and the United States Department of Agriculture Soil Conservatien ~~~~ <br />Service". <br />
