<br />Commissioner William Ray stated that his personal survey oP the property
<br />owners in Eho Township, who supported the enactment of some type of land use
<br />control, was as follows: "Forty-three percent (1+3~) Por zoning, Thirty-six
<br />percent (36~) not for zoning, Twenty-one percent (21~) undecided, Ninety-two
<br />percent (92~) of the citizens of the township were not at the public hearing
<br />and that of the Eibht Hundred and Eighty-seven (887) aeparata land owners in
<br />Eno Township, Two Hundred and Ninety-Seven (297) signed the petition in
<br />opposition to the zoning proposal",
<br />Upon motion of CommS.asi.oner Bennett, seconded by Commissioner Walker, it
<br />was moved that the zoning ordinance, as certified to the Board by the County
<br />Planning Board, be adopted and that said Ordinance be effective upon the passage
<br />of this motion.
<br />Chairman Smith advised the Board that he had xaceived a letter from the
<br />Alcoholic Beverage Control Board which stated that the term of Bernice Ward
<br />would expire March, 1970.
<br />Russell Wright of Chanel Hill was present and urged that the Board of
<br />Cotmni.ssionars act on the County Planning Boards recommendation that S®ction 7.3
<br />of the Chapel Hill Township Zoning Ordinance be deleted as he was direotly
<br />affected by the existing provision of this Ordinance, in that, he could not
<br />proceed with certain business matters until this section was officially amended. _.
<br />Chairman Smith informed Mr, Wright that no action had bean taken, by the
<br />County Planning Hoard, prior to the March 2nd meeting of the Board oP Commissioners,
<br />however, he was of the opinion that official action on the deletion of Section
<br />7,3 would be taken at the Marsh 10th meeting of the two Boards.
<br />Chairman Smith recognized Marshall Spears, Jr „ Attorney Prom Durham. Mr,
<br />Spears stated that he was present fax the purpose of witnessing the decision
<br />which would be made on the Eno Township zoning matter, and that he wished to
<br />state that he felt the Hoard of Cotmnissionars had acted in the beat form of
<br />statesmanship in reaching the decision of zoning Env Township.
<br />Commissioner Ray recognized Lynn Woods, Mr, Woods presented a road petition
<br />far SR ].s1{1}. The Clerk wsa instructed to Forward said petition to the State
<br />Highway Commission.
<br />Chairman Smith advised the Board that a one day session on Solid Waste ~
<br />Disposal Program was being sponsored by the North Carolina Association of County i
<br />Commissioners and the National Assooiation of Counties on Wednesday, March 11,
<br />1970, at the Hilton Inn in Raleigh, and that the jail and detention services
<br />section of the North Carolina Department of Social Services would be holding a
<br />two day basin course throughout the State for Administrative or Supervisory
<br />personnel. Chairman Smith requested that members oP the Board of County
<br />Commissioners who could attend the Solid Waste Disposal Program in Raleigh please
<br />do so and requested that the County Administrator advise the Sharif~~s Department ..
<br />oP the training course offered for jailors.
<br />Chairman Smith advised the Board that he had received a request from Ebert
<br />Pierce, County Chairman of the Orange County Agriculture bepartment. Said
<br />request dealt with the wishes of Sherman Shelton, Agricultural Agent, who planned ~
<br />to attend a three week training course, Juns 22 to July 13, at U N C State
<br />University, and further planned to attend the second session, July ].~. to August
<br />15, at U N C State University at Raleigh, for the purpose of securing his
<br />masters degree in agriculture. ,
<br />Chairman Smith advised the Board that Mr, Shelton had accumulated twenty-two
<br />(22) days of annual leave and that this annual leave would be used, by Mr,
<br />Shelton, far the second portion of his schooling,
<br />Upon motion of Commissioner Walker, seconded by Commissioner Bennett, it
<br />was moved and unanimously adopted, that Sherman Shelton, Agricultural Agent,
<br />be granted permission to attend the three week, June 22 to July 13, training
<br />course and that Mr, Shelton be further authorized to utilize his accumulated
<br />leave, July 11~, to August 15, for the purpose of securing his masters degree
<br />in agriculture. ;
<br />Norman Long, Zoning Officer, advised the Board, by letters, that, by a
<br />unanimous vote on February 16, 1970, the Orange County Planning Board did
<br />reject the request of the Town of Carrboro for the release of an area adjaoent
<br />to the towns zoning jurisdiction and that the Orange County Planning Board ~
<br />voted, unanimously, to reaoa~end to the County Commissioners that the State
<br />Building Code and the State Plumbing Cade be adopted by reference for Orange
<br />County.
<br />Discussion ensued relative to said letters.
