No modification of rates or any of these <br />rules and regulations may be made by any agent of the County. <br />Any modification of rates and these rules and regulations <br />will be accomplished by resolution of the Board of <br />Commissioners of Orange County. <br />XVI. ADOPTION OF RULES <br />Until further resolution of the Orange County <br />Board of Commissioners, the rules and regulations set out <br />above are adopted as of the date below and become effective <br />on and after November 19 , 1985. <br />Upon motion made by Commissioner Moses Carey , <br />seconded by Commissioner Shirley Marshall the foregoing <br />resolution was adopted by the Orange County Board of <br />Commissioners this the 19th day of November , 1985. <br />Amended by resolution of the Orange County Board of <br />Commissioners on the 1st day of March , 1988. <br />Amended by resolution of the Oran ge County Board of <br /> <br />Commissioners on the 15th day of November, 1988. <br />14 <br />
