Redesigned Route Map with Chapel Name, Phone Number <br />Hill Transit and Orange Public Jerry Passmore Ext. 2009 <br />Transportation routes AI Terry Ext. 2002 <br />PURPOSE: To approve proposed change in service agreement with Triangle Transit (TT) for <br />Orange Public Transportation (OPT) to operate only the mid-day 420 Route between <br />Hillsborough and Chapel Hill Transit Service (CRTs) to operate the peak early morning and late <br />afternoon 420 Route. <br />BACKGROUND: OPT in coordination with TT has provided fixed public route service, Route <br />420, between Hillsborough and Chapel Hill for three years. TT provides 75% of the funding to <br />offset route operating expenses; North Carolina Department of Transportation (NCDOT) grant <br />funds and local dollars are used by OPT to support the remaining 25%. (OPT also retains 25% <br />of the revenue.) This arrangement has worked well and the route has been very successful. <br />With the increase in commuters, the 24 -passenger mini-buses OPT uses have become <br />overcrowded (standing room only) during the peak early morning and late afternoon hours. <br />The proposed service change (attachment) resolves the over crowded condition. TT would <br />contract with CHTS to operate larger buses during peak hours and contract with OPT to <br />continue to provide the mid-day service with its smaller mini-buses. CHTS vehicles would run <br />the route between the hours of 6:00 a.m. - 8:50 a.m. and 3:54 p.m. - 6:27 p.m. OPT would run <br />the route from 8:50 a.m. to 4:05 p.m. The Durham Technical Satellite Campus and park/ride lot <br />would be a new stop on all trips operated by both CHTS and OPT. <br />Under the proposed service change, OPT would contribute 50% of the operational expenses <br />and receive 50% of the revenues. OPT would bill at its updated cost of $56.25 per operational <br />hour. CHTS under contract with TT, and not OPT, would be responsible for any expenses of <br />operating the new early AM and late PM Peak 420 Route. <br />
