Open Space/Buffers <br />3 <br />• Under the Estate Lot Option all open space is to be preserved in-lot via deed restrictions or <br />through conservation easements. At least 50 percent of the lot areas must be preserved. <br />These areas are identified on the preliminary plan and will be protected in the covenants and <br />declarations recorded with the final plat. <br />• ERCD has identified a small triangular portion of land in the southeastern corner of the <br />proposal (i.e. Lot 8) that falls within a defined Wildlife Corridor as identified in the Land Use <br />Element of the Comprehensive Plan. This area will be designated and protected on the final <br />plat and through the declaration of restrictive covenants. <br />• 14.32 acres of in-lot open space are proposed; all of the open space is wooded. <br />• These four lots, if approved, will be incorporated into the existing Homeowners Association that <br />was created prior to the recordation of the previously approved minor subdivision. The <br />supplemental declarations of restrictive covenants are under review by the County Attorney's <br />office. <br />Water-Sewer <br />• Individual well <br />• Individual septic systems and repair areas have received approval from Environmental Health <br />(see agency comments). <br />Parks and Recreation <br />• Northern District Park <br />The Parks and Recreation Advisory Council (PRAC) recommend that apayment-in-lieu rather <br />than a public land dedication be provided. [4 lots x $455 per lot = $1820] <br />The Parks and Recreation Advisory Council initially indicated that a mulched walking trail on <br />the southern side of Sweetflag Lane would be an ideal private recreation amenity. After <br />receiving additional information from the developer proposing an improved nature trail along <br />the South Fork of Little River the Council subcommittee agreed that the trail along the South <br />Forks of the Little River was the better alternative. (See Attachment 8). <br />Develoament Process, Schedule, and Action <br />• First Action: Neighborhood Information <br />• No property owners in the area c <br />regarding this subdivision. <br />Meeting: Held February 19, 2008 <br />Mme to the NIM; staff received no telephone calls <br />Planning Board: <br />• Second Action: Planning Board approved Concept Plan on March 5, 2008 with the <br />following conditions: <br />1. The existing Hunt Road as-built intersection and road alignments for Sweetflag Lane shall <br />be shown on the Preliminary Plan and shall meet all NCDOT standards with regard to <br />construction. <br />2. Show, centered on the existing roadbed of Sweetflag Lane, a proposed, fee-simple 50-foot <br />public right-of-way dedication. <br />3. Show a five (5)- foot utility easement along the south side of Sweetflag Lane right-of-way. <br />4. Show, on the final plat, a proposed dedication of an additional 5 feet of right-of-way, or 35 <br />feet from centerline of existing R/W, whichever is greater, along the Hunt Road frontage. <br />5. Show on the final plat a 10-foot Non Vehicular Access (NVA) easement along the entire <br />lot frontage of Hunt Road and also along the initial 75 feet of Sweetflag Lane. <br />
