2 <br />Location <br />• South side of Sweetflag Lane (Private) and east of Hunt Road in Little River Township. <br />PIN's: 9897-55-0174 and 9897-55-7151 TMBL's: 1.22..2D and 1.22..2E <br />• Located in a Rural Designated Area in the Growth Management System, which for less than 21 <br />lots follows the standard subdivision process (i.e. PB Concept; PB Preliminary; BOCC <br />Preliminary) <br />Existing and Proposed Conditions <br />Existing <br />• Zoning: Agricultural Residential (AR) (min. lot size = 40,000 sq. ft.) <br />• Watershed: Little River Protected (max. density = 2 acres /dwelling). <br />• Maximum impervious surface in the Little River Protected Watershed is 6% of the gross <br />acreage (20.97 acres x .06 x 43,560 sq ft = 54,807 sq ft). <br />Physical Features <br />• The subject tract is undeveloped. <br />• There are no designated streams on the tract; however, there is an ephemeral drainage way <br />through lots 7 & 8, which will be protected by a 50-foot buffer on each side (100 feet total). <br />• The site is predominately wooded with a mixture of pines and hardwoods of various sizes. <br />• The topography is gently rolling with steeper slopes on the southeastern portion of the tract <br />(i.e. lot 8), which will be protected with restrictive covenants. <br />Adjacent Land Use <br />• The Forest at Little River (minor subdivision -approved 2005) is located on the north side of <br />Sweetflag Lane. Average lot size for the 4 approved lots was approximately 4.5 acres. <br />• The two 10+ .acre lots at the end of Sweetflag Lane (both owned by John and Sally Bugg) were <br />recorded as an exempt subdivision. Floodplains and stream buffers encumber both lots. <br />Further subdivision of these lots is unlikely due to soils limitations and above noted restrictions. <br />• Two large tracts are located to the south of this proposal. <br />• A relatively small-lot subdivision (2.5± acre average lot size) is located to the west across Hunt <br />Road. <br />Proposed Roads <br />• Access to the new lots will be via Sweetflag Lane, an existing 1,400-foot long private, cul-de- <br />sac road. As part of this application, the applicants request that the existing private road be <br />approved for conversion to astate-maintained, public road. <br />• Staff, at the time of the minor subdivision approval, determined that an extension of Sweetflag <br />Lane east across Forest Creek would not be environmentally prudent, nor would a stub street <br />to the north across the South Fork of the Little River. At this time a stub street to the south <br />would serve little useful purpose due to its proximity to Hunt Road. The single-family residence <br />on the property would be impacted by any street extension. <br />• NCDOT has confirmed that the road is constructed to NCDOT specifications (see attached <br />agency review) and would be accepted into the State maintenance system after some minor <br />improvements are made and after the minimum number of owner-occupied dwellings is <br />reached. <br />• Emergency Management has reviewed this project and found the plans and subdivision <br />acceptable for service provision. <br />
