ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: October 21, 2008 <br />Action Agenda <br />Item No. ~- -- ' <br />SUBJECT: Change Order Approval for Construction of Sewer Line to Leachate Pond J <br />DEPARTMENT: Solid Waste PUBLIC HEARING: (Y/N) No <br />ATTACHMENT(S): <br />Bid Summary <br />INFORMATION CONTACT: <br />Gayle Wilson, 919-968-2885 <br />Pam Jones, 919-245-2652 <br />PURPOSE: To approve a change order to Clancy and Theys in the amount of $247,758 for the <br />sewer construction associated with the Animal Services Facility and the leachate pond at the <br />Landfill; and to further authorize the Manager to approve change orders up to an additional <br />$36,242, which represents the difference between the budgeted amount ($284,000) and the <br />construction amount ($247,758). <br />BACKGROUND: On June 24, 2008, the Board authorized the Purchasing Central Services <br />Director to award the bid for this necessary sewer project over the summer break and report the <br />outcome of the award to the Board. This activity has been accomplished. <br />Because the County was unable to receive the required easement across private property until <br />late-August, the necessary engineering work and bidding activity occurred in mid- September. <br />Staff chose to treat the bid activity as a change order to the existing contract with Clancy & <br />Theys, the Construction Manager at Risk (CMR) for the Animal Services Facility. Since the <br />sewer line is also necessary for the completion of that project, this approach allowed the County <br />to save approximately 30 days on the beginning and finishing of the work needed, and allows for <br />a more coordinated finished product. The completion of the sewer line is critical in the County's <br />ability to deliver the Animal Services Facility on or about the December 31, 2008 deadline posed <br />by the University to vacate the existing Animal Shelter off Martin Luther King Blvd. in Chapel <br />Hill. <br />The Board may recall that General Statutes require all major components of the work to be <br />competitively bid to qualified first tier contractors when using the CMR method of project <br />delivery. The attached bid summary reflects the results of this process for the sewer line <br />construction. <br />FINANCIAL IMPACT: Funds in the amount of $284,000 were budgeted in the FY 2007-2008 <br />Solid Waste Management Budget for construction of the leachate sewer project. These funds <br />will be included in the carry-forward list to be considered by the Board within the next month so <br />they may be used during FY 2008-2009 for this purpose. While the attached summary reflects a <br />change order in the amount of $247,758 for this project, previous work on the Animal Services <br />
