6 <br />Transportation to and from work, childcaze transportation, and access to childcaze <br />continue to be key issues for low-income families. Lack of transportation is a major <br />barrier in assisting families' transition from dependency to independence. The market <br />rate for a five star childcaze center for an infant exceeds $13,080 per yeaz. Many <br />families need help paying the cost of quality childcaze. Low-income~families will not be <br />able to provide childcaze from 50% of their income. After school care and caze during <br />holidays and inclement weather days present major hazdships for families. Also, the lack <br />of daycaze and transportation for second and third shift work is an issue. <br />Barriers such as substance abuse, criminal records, and chronic physical and mental <br />health problems have no quick fix. Frequently, individuals have faced more than one of <br />these barriers. As caseloads decline by individuals finding and sustaining employment, <br />the ones remaining present the most complex barriers and challenge our creativity and <br />collaborative efforts in assisting them to self-sufficiency. <br />A profile of our Work First caseload is described below: <br />Work First Caseload Data <br />Cases with adults 99 <br />Child-only cases 137 <br />Total cases 236 <br />Total recipients 462 <br />Work First Profile <br />• 95% aze women, 5% aze men <br />• 50% aze under age 30, 50% aze over <br />• 50% have high school diploma <br />• 47% live in Northern Orange <br />• 53% live in Southern Orange <br />• On average families have two children <br />• Average payment $216 <br />Length of Time on Work First <br />• 0-6 months - 48% <br />• 7-12 months - 16% <br />• 13-24 months - 15% <br />• 25-36 months - 7% <br />• 37-48 months - 2% <br />• 49-60 months - 1 <br />• Over 60 months- 11 <br />
