6 <br />Transportation to and from work, childcaze transportation, and access to childcaze <br />continue to be key issues for low-income families. Lack of transportation is a major <br />barrier in assisting families' transition from dependency to independence. The market <br />rate for a five star childcaze center for an infant exceeds $13,080 per yeaz. Many <br />families need help paying the cost of quality childcaze. Low-income~families will not be <br />able to provide childcaze from 50% of their income. After school care and caze during <br />holidays and inclement weather days present major hazdships for families. Also, the lack <br />of daycaze and transportation for second and third shift work is an issue. <br />Barriers such as substance abuse, criminal records, and chronic physical and mental <br />health problems have no quick fix. Frequently, individuals have faced more than one of <br />these barriers.
