ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: November 3, 1999 <br />Action Agenda <br />Item No. ~ _ j <br />SUBJECT: Creation of Task Force to Develop a Northern Human Services Center Plan <br />DEPARTMENT: County Commissioners PUBLIC HEARING: (Y/N) No <br />ATTACHMENT(S): <br />None <br />INFORMATION CONTACT: <br />Commissioners Margaret Brown and <br />Moses Carey, Jr. <br />TELEPHONE NUMBERS: <br />Hillsborough 732-8181 <br />Chapel -Hill 968-4501 <br />Durham 688-7331 <br />Mebane 336-227-2031 <br />PURPOSE: To establish a task force to develop along-range plan for the Northern Human <br />Services Center to include a plan for the property surrounding and adjacent to the Center that <br />the County owns. <br />BACKGROUND: The Northern Human Services Center facility is actively used for recreation <br />and park activities and provides space for many agencies, including JOCCA-Senior Citizens <br />Nutrition Program, Head Start, Cedar Grove Daycare, and the Cedar Grove Resource Center. <br />Approximately $319,000 has been spent on renovations-over the past 10 years. Since the <br />County has purchased 40 acres contiguous to the Center, it seems prudent that a task force be <br />formed to address long-standing issues and develop possible uses for this site. One long- <br />standing issue that. needs to be addressed is that of siting a new septic tank. Possible uses for <br />this site could include a park and ride lot, walking trails, expansion of the present park, active <br />and low-impact activities, etc. The composition of the committee would include citizens from the <br />Cedar Grove neighborhood, two County Commissioners, County Manager John Link, Assistant <br />County Manager Albert Kittrell, Recreation and Parks Director Bob Jones and Purchasing and <br />Central Services Director Pam Jones. It is estimated that the task force will meet three to five <br />times. <br />FINANCIAL IMPACT: The direct financial impact from creation and operation of this task force <br />will be minimal. It is expected that this task force will meet only three to five times. There will <br />be some staff involvement with ongoing administrative support to this group. <br />
