r2 <br />PROPOSED GUIDING PRINCIPLES FOR C&D RECYCLING TASK FORCE <br />1. Promote and encourage the `3Rs' hierarchy -reduce, reuse, recycle -for C&D waste <br />management. <br />2. Promote and encourage pre-generation alternatives such as development of C&D waste <br />plans, building permit provisions, surety bonds or up front fees, education,. etc. <br />3. Promote, encourage and/or require early separation of reusable and/or recyclable materials. <br />PROPOSED CHARGE TO THE C&D RECYCLING TASK FORCE <br />1. Review documents related to C&D reuse and recycling that were prepared for the Landfill <br />Owners Group and investigate, evaluate, and provide recommendations regarding C&D <br />recycling or other waste reduction options based on cost-benefit analyses and marketability <br />of materials. <br />2. Review and evaluate the literature regarding successful C&D recycling enterprises in other <br />jurisdictions across North Carolina and elsewhere in the United States. <br />3. Survey other area counties to identify their practices for C&D waste management, as well as <br />individuals and companies including presentations by individuals with C&D recycling <br />expertise (i.e., EPA representative, Chatham County staff, private Wake and Mecklenburg <br />County C&D recyclers, etc.). <br />4. Develop data and statistics concerning user patterns and waste stream composition for <br />current C&D landfill, and develop and implement a tracking system to identify generation <br />source for incoming materials. <br />5. Examine options for public, private, and public-private partnership approaches to C&D <br />recycling (i.e., as with private C&D recyclers). <br />6. Develop recommendations regarding best practices for C&D recycling that should be <br />considered for implementation in Orange County. <br />7. Develop suggested language for new or existing Orange County ordinance(s) that would <br />require C&D recycling in furtherance of the County's adopted solid waste reduction goals. <br />8. Explore grant opportunities for funding C&D waste reduction, reuse and recycling. <br />9. Identify opportunities for adaptive reuse .synergies with other governments and <br />governmental entities (schools, OWASA, etc). <br />10. Investigate liability and permit issues regarding citizen access to C&D materials delivered to <br />the landfill, and identify potential opportunities to accommodate such access. <br />11. Examine processes used by Habitat for Humanity for possible replication under an Orange <br />County C&D recycling program. <br />PROPOSED STRUCTURE/COMPOSITION OF THE C&D RECYCLING TASK FORCE <br />^ Two (2) County Commissioner(s) <br />^ County Manager or Assistant County Manager <br />^ One (1) EDC representative <br />^ One (1) representative of large C&D generators (e.g. Homebuilders Association) <br />^ One (1) representative of small C&D generators <br />^ Two {2) representatives of environmental groups <br />^ Three (3) knowledgeable (but unaffiliated) citizens at-large <br />^ .Two (2) members of the. Solid Waste Advisory Board (to be appointed November 3, 1999) <br />^ One (1) representative of Habitat for Humanity <br />^ One (1) TJCOG representative (to bring a regional outlook) <br />
