ORANGE COUNTY
BOARD OF COMMISSIONERS
ACTION AGENDA ITEM ABSTRACT
Meeting Date: .November 3, 1999
Action Agenda
Item No. ~_~-,
SUBJECT: Establishment of Charge to the Solid Waste Advisory Board
DEPARTMENT: County Manager PUBLIC HEARING: (Y/N) No
ATTACHMENT(S): INFORMATION CONTACT:
Exhibit C - 9/99 Interlocal Agreement John Link or Rod Visser, ext 2300
TELEPHONE NUMBERS:
Hillsborough 732-8181
Chapel Hill 968-4501
Durham 688-7331
Mebane 336-227-2031
PURPOSE: To formally approve the charge to the Solid Waste Advisory Board.
BACKGROUND: The solid waste management. interlocal agreement approved by Carrboro,
Chapel Hill, and Orange County in September 1999 included provisions for the establishment of
a Solid Waste Advisory Board. The County and each municipality have the responsibility of
appointing two members each to this group, which will provide advice to the Board of
Commissioners regarding matters involving solid waste management policies.
Exhibit C of the interlocal agreement describes the composition and general responsibilities of
the Advisory Board. The BOCC .may wish to review the list of responsibilities in Exhibit C and
determine whetherthat list accurately captures the charge under which the Commissioners
wishes the Advisory Board to operate, or if there are additional specific points which the BOCC
wishes to include in the formal charge.
FINANCIAL IMPACT: There is no direct financial impact on the County associated with the
establishment of a charge to the Solid Waste Advisory Board.
RECOMMENDATION(S): The Manager recommends that the Board of Commissioners
formally approve the charge to the Solid Waste Advisory Board in accordance with Exhibit C to
the Solid Waste Management Interlocal Agreement, or with an expanded list of responsibilities.
