BOOR ~ "rrGE 25~ <br />Chairman Smith announced that the proponents and the opponents had used their <br />allocated time for the first cession of the public hearing ahd he would, of this <br />time, cealare'a fine minute recess period. <br />Cheirman Smith reconvened the westing and announced that he would allocate <br />fifteen minutes to the proponents and he recognized the following persons: <br />. A. Brown identified himself as a resident oP Hillsborough township and as , <br />a nember of the Pesouroe and Conservation Development Committee for Orange County. <br />1_r. Erown stated that he was of the opinion that most people misunderstood the <br />proposed zoning ordinance and that those who did not misunderstand were then failing <br />to look ahead to future development, lie stated that we all support Zoning of sorts <br />and that if we fail to utilize the benefits it afforded then we must accept the <br />consequenoss. YJe should, therefore, have a zoning ordinance tempered with reasonable <br />xules and re~?ulatiions. <br />SLS,rvin i:ay identified himself as a landowner and resident of Eno township and <br />he spoke in favor of the proposed Zoning ordinance. r<:r. F.ay stated that he felt it <br />vans necessary to adopt the ordinance in order to protect the property rights of each <br />property owner. - <br />:yrs. Caverns Anderson identified herself as a resident of Chapel Hill township, <br />~,ut a property owner of Eno township and she spoke in favor of the proposed zoning <br />ordinance. P~Irs. Anderson statsd that we canr:ot retain things as they are currently <br />and that change is inevitable and that we must give up something, by accepting zoning, <br />in ordsr to reserve a measure of protection in exchange for the things each has to <br />give up. <br />Chairman Smith declared that the time allocated to the proponents had expired. <br />Chairman Smith recognized the fo11o~:1ng persons: <br />A. E. Moody identified himself as a mobile hcros park operator and he spoke in <br />opposition to the proposed zoning ordinance. ;Ir. P,~oody stated that he was unalterably <br />opposed to zoning Por many reasons. Cne being that the public was denied the rights <br />to vote on the c-uestion and another being t!-_at zoning was promulgated by a group who <br />were attempting to reduce other people to a Status of slavery. <br />W, 'N. Clements identified himself as n property owner in Eno township and he <br />spoke in opposition to the proposed zoning ordinance. P:Ir. Clsments stated that in • <br />his opinion the small property owner did not have a chance under any zoning ordinance. <br />Robert L. Satterfield, Attorney from Hillsborough, identified himself as <br />repressntinp TPJillie Laws, property owner in Eno township. '.~r. Satterfield stated -- <br />that his client was opposed to zoning and he suggested his client wantsd to make <br />a deal with the Board of Commissioners and that the offer was "you leave my land <br />alone and 1 will leave your land alone". <br />Dupree Smith identified himaelP as a property owner and he spoke in opposition <br />to the proposed zoning ordinance. Pair. Smith statsd that he was a casualty of a <br />zoning ordinance and then reoited his experience with the Town cf Fillsborough <br />regarding zoning and a proposed cleaning plant which he had planned to construct. <br />Chairman Smith deolared that the time allocated to the opponents had expired. <br />Cheirman Smith recognized the following persons: <br />Alton Knight identified himself as a resident of Durham County, but a property <br />owner in Eno township and he spoke in favor of the proposed zoning ordinance. 6Ir. <br />Knight stated that a Zoning ordinance would prevent the det-2lopment of slum areas <br />in Dno township. :~:r. Knight stated that to eliminate slum conditions, after they <br />had been created, would cost vast sums of money and that he was of the opinion that <br />the Board oP Commissioners should take this opportunity to prevent such conditions <br />Prom arising by the enactment of a zoning ordinance. <br />James Cpman identified himself as a property owner and resident of Eno township <br />and he urged the Board of Commissioners to adopt a well thought out land use program. <br />Mrs. Alton Knight stated that she felt wise planning and proper zoning was <br />necessary to protect property owners. <br />i~7rs. Charlene Filkey stated that she wished to preserve the land in its present <br />condit?.on for the benefit of future generations and that she felt the adoption oP <br />the zoning ordinance was necessary for this reason. <br />N.rs. Aileen Fray stated that she wanted to see enacted a good zoning ordinance <br />which would be administered in a reasonable man::er. <br />
