eooK 7, PacE 246 <br />"Tn accordance with your written request that negotiations con- <br />cerning tuition payments for Orange County pupils attending Alamanae <br />County Schools be initiated by the Alamance County Board of Education <br />with the Orange County Board of Education, meatinga of the two boards <br />were held in FIillaborough on October 7.~, and in Graham on November 11. <br />These dissuasions resulted in the following aoncluaiona: <br />(1) The Orange County Board of Education desires those pupils <br />residing in Orange to attend Orange County Sahoola although they do <br />realise the historioal background of Mebane residents (and those in <br />close proximity to Mebane) traditionally attending Alamance County _• <br />Sohools. The main concern of the Orange County Board of Education 3s <br />that further eroding of the Orange County School System be stopped. <br />(2) Approximately 38s Orange County residents attend Alamance <br />County Sohools. The pupils have attended in Alamanae County traditionally. <br />It is the desire of the Alamance County Board of Education that arrange- <br />manta be made for them to continua. <br />Whether tuition payments should be levied on pupils residing in <br />another district; whether a payment covering per pupil expenditures from <br />the tax levying authorities should be made; or whether some other arrange- <br />menta is more proferable should be considered by the Orange and Alsmance <br />County Boards of Commissioners soon. Plans for the 1970-71 school year <br />are being developed currently. Staffing and pupil organization procedures <br />are considerations which should merit your Further advice on the status of <br />pupils not residing in Alamance County as soon as possible." <br />A resolution adopted by the Orange County Board of Education on December 1, <br />1969, reads as follows: <br />"(1) "Resolved that the aehool district line be the county line; <br />exception, that those students who live in the city 13mita of <br />Mebane be released to the Alamanae County Board of Education if they <br />so desire. This resolution is to be put into effect for the 1970- <br />71 school year. <br />(2) Resolved that Alamanee County buses shall not some into the - <br />Orange County district for the purpose of picking up students." <br />Discussion ensued and it was pointed out that a similar situation could <br />result within Durham County in connection with the Colony Woods area. No action <br />was taken on this matter. -- <br />Chairman Smith read a letter from the State Jail Inspector relative to the <br />Fact that a security screen should b® installed in the Sail. The County Administrator <br />explained that he and the Sheriff had discussed this item and that the Sheriff <br />currently planned to provide a visitors room. This room would provide privacy and <br />security for those individuals visiting in the fail and would eliminate the need <br />for a security screen. <br />A road petition for Hillarest Dive was submitted and the clerk was authorized <br />to forward same to the State Highway Commission. <br />Chairman Smith brought to the attention of the Board the request of Joseph <br />Ward and Lester Lemon for release of interest on tax bills. It was agreed that to <br />exempt these two individuals from the interest penalty would be setting a precedent <br />and therefore the Board declined the request of Mr. Ward and Mr. Lemon. <br />Discussion ensued on the matter of the road program for Orange County. Chairman <br />Smith stated that Clifton Benson, Highway Commissioner, had agreed to schedule a <br />meeting with P. L. Welch and Earl Hoover and advise Chairman Smith as to the place <br />and date for said meeting. The clerk was instructed to write Commissioner Benson <br />as to a convenient date for a 5oint meeting with Benson and representatives of the <br />Highway Commission. <br />Chairman Smith read a letter from the Town of Chapel Hill relative to the <br />closing of road ~17L~0. It was decided to investigate this matter further. <br />The clerk was instructed to write to each County School Superintendent ~ <br />requesting a date which would be convenient for a tour oP school facilities and <br />a review of school programs. <br />The County Administrator filed with each member of the Board a report of <br />office facilities For t$e Chapel H111 area. <br />
