The projects include those from the <br />Orange County Transportation Priority List (Attachment 3) submitted in October, <br />1997, by the Board of County Commissioners for consideration in the <br />development of the 1999 -2005 DCHC MTIP. <br />The priority list is submitted for your comment. Please forward any comments or <br />questions to Karen Lincoln (extension 2583). Karen has shifted her planning <br />duties to include transportation planning. Staff will prepare an agenda item for <br />the December 7, 1999, BOCC meeting for BOCC endorsement/approval of the <br />Orange County Priority List. The approved list will then be submitted to the TCC <br />and Board of Transportation to be considered in the development of the 2002- <br />2008 DCHC MTIP. <br />The Regional Priority List Development <br />Projects are submitted to the Metropolitan Planning Organization (MPO) by <br />member agencies within the metropolitan planning area. <br />The lead planning agency staff will perform technical analyses on all projects and <br />rank each project according to the following: <br />• Regional goals (how well the project meets the adopted regional goals); <br />• Cost effectiveness (cost vs. benefits); <br />• Timing factor (will opportunity for project be lost if not included in current <br />priority cycle ?); <br />
