M <br />TORN OF CHAPEL HILL <br />Fax:919 -967 -8406 Nov 9 1999 13:54 <br />3 <br />A RESOLUTION REGARDING FUTURE USE OF THE GREENS. &IN EVILLE <br />TRACTS (W114" S.1) <br />BE IT RESOLVED by the Council of the Town of Chapel Hill that the Council wishes to go <br />back to the Orange County Commissioners to discuss the part of the interlocal Amt <br />regarding the Greene Tract; and <br />BE IT FURTHER RESOLVED that the Council reconsiders having the Greene Tract as a part of <br />the Interlocal Agreement; and <br />BE rT FURTHER RESOLVED that the Council would h1w to have a mediated dialogue with the <br />Orange County Commissioners to discuss the Greene Tract and how the Chapel Hill Town <br />Council and the Orange County Commissioners work together; and <br />BE rr FURTHER RESOLVED first the Council desires to use the following goals as starting <br />points for a discussion between the Town of Chapel MR and the Orange County Commissioners <br />to examine the highest and beat uses for the Greene and Neville Tracts. The following goals are <br />agreements that we could collectively reach: <br />1. Agree that the Greene and Neville Tracts are precious community assets and should not be <br />used for solid waste activities. <br />2. Agree that these two tracts of land be kept intact and as publicly -owned land. <br />3. Agree that the Greene Tract will be kept largely in a natural state with selected areas used for <br />a mixture of housing for low and moderate income single citizens and families. <br />4. Agree that the Neville Tract should be used as a park with both passive and active recreation <br />facilities when its use as landfill cover is completed This should include very large buffers <br />for u ighlm" and rho lighting for any playing fialds drat arc built. <br />S. Agree to undertake both a cultural and envirvnmeatal awcssmamt of the Greene Tract to help <br />set goals and determine uses. <br />5. Agree that the Greene Tract will be put in a community land trust developed exclusively for <br />these two tracts, a land trust which could administer both the preserved land and the land <br />developed for housing, which would keep the housing affordable. This land trust should be <br />made up of elected officials from the three governing bodies in proportion to ownership, neighbors of the tracts, as well as residents of the tract if low and moderate income housing is <br />built, and citizens fiaat throughout the County who are the owners of this tax paid land. <br />
