ATTACHMENT 1 -2 <br />Chapter 3 <br />Each plan shall be designed to achieve the solid waste reduction goals established by the <br />plan. <br />The basis for the overall reduction goals of 45% by 2001 and 61% by 2006 is a desire by all <br />governing bodies in the County to substantially reduce the amount of material that has to be <br />landfilled. Implementation of the plan would thereby lessen the impact of any future landfill <br />that might be built in Orange County or elsewhere and divert valuable materials for reuse and <br />recycling. Those percentage goals were set to conform to the State base year. <br />Table 2 -1 shows the percent reduction by sector necessary to meet the per capita goals in the <br />target years of 2001 and 2006. The plan framework shown immediately below addresses <br />reduction of mixed solid waste Construction and demolition waste is addressed separately. <br />I.
