ATTACHMENT 1 -2 Chapter 3 Each plan shall be designed to achieve the solid waste reduction goals established by the plan. The basis for the overall reduction goals of 45% by 2001 and 61% by 2006 is a desire by all governing bodies in the County to substantially reduce the amount of material that has to be landfilled. Implementation of the plan would thereby lessen the impact of any future landfill that might be built in Orange County or elsewhere and divert valuable materials for reuse and recycling. Those percentage goals were set to conform to the State base year. Table 2 -1 shows the percent reduction by sector necessary to meet the per capita goals in the target years of 2001 and 2006. The plan framework shown immediately below addresses reduction of mixed solid waste Construction and demolition waste is addressed separately. I.
