A single county -wide ordinance could be used to require source - separation that each jurisdiction <br />would adopt by reference. <br />Costs: <br />Staff would be required to ensure enforcement of separation. If building inspection staff were <br />used to enforce the source - separation requirements, considerable inter - departmental coordination <br />would be required. <br />3. Licensing Waste Haulers in the County and making separation of construction and demolition <br />materials a condition of the license. <br />This is a measure that would be necessary along with the mandatory source - separation requirement <br />for builders to further ensure proper separation. There is so much construction that on -site <br />inspection of all sites is not practical. It is also possible that haulers could go to disposal locations <br />other than the local landfill so enforcement at the only the landfill would also be insufficient. <br />Requiring separation by haulers is part of the draft ordinance referred to above. The point of <br />enforcing the source separation ordinance for haulers is to create another legal tool for separating <br />construction and demolition waste. It may be difficult to enforce source - separation at the building <br />site only. Under the draft ordinance, haulers would have to be licensed to do business in Orange <br />County, and the license would be revocable if the hauler were found hauling improperly segregated <br />materials. <br />Key Issues: <br />Licensing of haulers is an additional administrative function that would have to be applied to <br />those based in the county as well as doing business here. Many nuances to the licensing <br />procedure would need to be worked out before it could be properly constructed and applied. <br />Inspection of loads and enforcement would be potentially complex. <br />Costs <br />Licensing costs are likely small and could be integrated into existing issuance of business <br />licenses and other similar permits. Enforcement of source - separation by haulers would require <br />staff. <br />4. Providing Differential Tipping Fees and Material Bans at the C &D Landfill <br />These measures are corollary to requiring waste separation at the construction site. They are <br />discussed in more detail in section D. Bans and fees would be necessary to provide waste <br />reduction incentives at the local, publicly -owned landfill, but not sufficient because the C &D <br />waste may have a different destination.
