January, 1997: Established public forum on construction and demolition waste management and <br />provided information for the forum. <br />January, 1997: Regulating C &D through ordinances: This resolution urges the boards to pass <br />C &D ordinances that require separation of C &D and incorporates solid waste plan regulations <br />into all the plan development processes. <br />January, 1997: Selection of C &D waste management options: developed cost estimates for five <br />options for Orange County — expand landfill at existing site, new landfill, no- build, semi - <br />automated recycling facility, transfer station. <br />February, 1997: presentation by Richard Franck of Chapel Hill Town Council on Regional <br />Approaches to construction and demolition waste. Review of option in Sarasota County Florida <br />(Slides only, no written report) Presentation of data on potentially recyclable construction waste. <br />(previously presented, November 1996) <br />May, 1997: Budget items for Construction and Demolition waste separation program: passed, <br />staff hired December 1997 and program initiated. First quarter 1999, average diversion of 45 <br />tons per month averaging. 50% metal. 40% pallets, 10% reusable items including other lumber, <br />furniture, and fixtures. <br />May, 1997: Construction waste reduction program: Request to establish source - separation and <br />enforcement program and ordinances for each jurisdiction, not passed. <br />June, 1997: Consideration of funding mechanisms for source separation and enforcement <br />program other than use of tipping fees. One approach presented was use of a surcharge on <br />building permits. That approach later found to be not allowed by statute. Revenue from permits <br />was not closely enough tied to expenditure for C &D waste prevention. <br />February, 1998: Alternatives for a C &D disposal facility: Options for locating a C &D disposal <br />facility. Resolution by LOG to local governments recommending search for a new site. <br />*Included Joyce Engineering Report on " Study of Solid Waste Management Options for Greene <br />and Neville Tracts, Orange Co. NC" submitted Feb 4, 1998. Part of report specifically about <br />C &D landfill options for this site including conceptual plan. <br />March, 1998: Search for a C &D disposal site. This memorandum to the Chapel Hill Town <br />Council presented the State's criteria for a C &D site and requested Council authorization to <br />proceed with a search for a stand -alone C &D landfill site. <br />May, 1998: Consideration of Future C &D sites. Joyce Engineering study of five potential C &D <br />sites resulting from previously authorized search for property in Orange County for C &D <br />landfill. By the time of the meeting, two sites were sold, two were available, one was too wet for <br />a landfill. <br />21 <br />
