Chapter 4 C &D Recycling Report Recycling/Waste Reduction <br />A. Prior Staff Research <br />The staff has conducted a significant amount of research on construction and demolition waste over <br />the past four years. A descriptive list of the research is included below. Work related to the recent <br />C &D siting process is not included in this list. <br />List and Description of Studies and projects on Construction and Demolition Waste Undertaken by <br />the Town of Chapel Hill Solid Waste Management Department 1996 —1999. Prepared October 5, <br />1999. Updated October 21, 1999. <br />March, 1996: Implemented pilot program to divert 200 tons of asphalt roofing shingles from <br />landfill by charging lower tipping fee and working with roofers to prepare shingles for diversion. <br />Project ended in 1997 with no long term market available for old shingles. <br />June 20, 1996: Options for reducing construction and demolition waste. This memorandum <br />outlined regulation of waste on -site, use of differential tipping fees to encourage source separation, <br />processing of mixed construction waste, development of a new C &D landfill and establishing a <br />C &D waste reduction goal to complement the MSW waste reduction goal. <br />July 11,1996: Establish construction waste reduction goal of 25% reduction, recommend that local <br />governments adopt an ordinance strengthening the solid waste planning ordinance. <br />August 15, 1996: Alternatives to Landfilling Construction and Demolition Wastes at Orange <br />Regional Landfill: This memorandum describes several alternatives to pursue including burial in <br />the lined landfill, acquiring additional land for burial, banning C &D waste, acquiring additional <br />land for a recycling facility. <br />September 1996: Solicitation of expression of interest in C &D recycling in Orange County. 60 <br />requests packets sent out. Seven replies received. One feasible proposal from among those. That one <br />required 60,000 tons per year of C &D. <br />October 1996: Week -long visual survey by staff of all loads entering C &D area. Data compiled <br />and translated from volume estimate to weight estimate. <br />November 21, 1996: Presentation of results of construction waste sort conducted in October 1996. <br />This showed a diversion potential of approximately 25% of the waste stream — wood, metal and <br />drywall. <br />December, 1996: Presentation of construction waste reduction options with cost estimates <br />attached. Building a semi - automated facility could cost $1.5 million. Estimate and concept plan <br />were reviewed by consulting engineers with expertise in C &D processing. <br />20 <br />
