F. Initiating a New Site Search <br />It would be possible to initiate a new C &D landfill site search. A decision by the BOCC to do so <br />would likely need to begin as soon as possible due to the remaining capacity at the current facility. <br />However, if we obtain the vertical expansion of our existing facility and gain and additional 18 <br />months, a new siting process could be concluded and new site permitted and developed without any <br />interruptions. <br />If this option is considered the BOCC should, as soon as possible, begin to contemplate the county <br />screening and selection criteria that would guide the search. A schedule should also be considered. <br />Given the Orange County governments past lack of success at siting solid waste facilities, there is <br />little indication that such a new process would be successful. <br />Key Issues <br />* would create another difficult siting process for both citizens living near the identified <br />sites as well as elected officials and staff <br />* no assurance of success in identifying a site, particularly as property must be freely <br />offered <br />* some new site could be discovered that could provide long term security for C &D <br />disposal as well as accommodate expanded recycling programs <br />* could expend $200,000+ in the search process <br />Cost <br />The costs associated with a comprehensive C &D landfill siting process would likely exceed <br />$200,000. If a long term facility is identified and developed, it would provide a permanent <br />source of supplemental revenue for the landfill enterprise fund. <br />19 <br />
