E. Regional Solutions <br />Several efforts at regional waste management have been pursued in the triangle area over the past <br />few years, with little apparent success: <br />1. Greater Triangle Regional Council - Solid Waste Management Task Force <br />This Council was established in 1997, producing a report dated September 1997. The Council did <br />not address C &D waste management but focused on MSW. <br />2. Triangle J Council of Governments <br />a) We believe the most successful regional effort regarding C &D waste management is <br />Triangle J's Waste Spec. This is a publication that contains model specifications for construction <br />waste reduction, reuse, and recycling. The Solid Waste Department routinely refers this document <br />to architects and engineers. <br />b) The Triangle Region Solid Waste Planners Committee is a permanent committee <br />consisting of solid waste managers/directors from the triangle area. It has on several occasions <br />discussed regional opportunities for managing C &D wastes, including creation of a special C &D <br />Task Force. Due to the nature of C &D waste and its high cost of transportation these groups have <br />been unable to identify practical alternatives for regional cooperation. <br />c) Triangle J's Solid Waste Planners Committee released a report dated April 12, 1999 titled <br />"Regional Cooperation in Municipal Solid Waste Management in the Triangle J Region — <br />Recommendations for Longterm Planning" This report included C &D waste management in its <br />discussions. The report recommended additional work by Triangle J in developing desirable future <br />scenarios that could eventually lead to future research or action. The timeframe for completion of <br />the work is uncertain. <br />d) Triangle J is sponsoring an event called Future Search. This event will bring together <br />about 70 people from the Triangle J area to 1) envision how we should be managing our solid waste <br />one or two decades from now, and 2) begin planning how we might act together to achieve this <br />vision.
