Key Issues <br />* would likely require special equipment to be procured <br />* no such facilities exist which we could emulate; no apparent history <br />* hauling large quantities of these materials even short distances would be expensive <br />* permitted facilities which could receive our C &D waste exist within the region at a <br />reasonable tipping fee <br />* we believe it would be possible to build a transfer station that could handle both C &D and <br />MSW wastes <br />* will not provide for adequate means for emergency /disaster waste response <br />Costs <br />While we have not conducted the research necessary to provide reliable cost information, we are <br />certain that the costs to transfer this material would exceed the cost of a typical municipal solid <br />waste transfer station. We would expect the cost of disposal at the distant facility, however, would <br />be reasonable. <br />D. Joint C &D/MSW Transfer Station <br />Most of the issues surrounding transferring C &D waste were discussed in section C. above. <br />We believe that it would be possible to construct a transfer station capable of handling both C &D <br />and MSW. <br />Key Issues <br />* would likely require special equipment to be procured <br />* facilities do exist with receive MSW and small quantities of C &D <br />* hauling costs for MSW would be increased while disposal costs for C &D would be greater <br />* mixing C &D waste with MSW would require the C &D materials to be placed in an <br />expensive lined landfill at a greater distance from Orange County that if C &D were kept <br />separate <br />* will not provide for adequate means for emergency /disaster waste response <br />Costs <br />We believe that the costs for such a dual purpose facility would be significantly more than a MSW <br />only facility. Also, if the two materials were co- mingled, the C &D portion would be required to be <br />buried in a lined, Subtitle D landfill at a much greater cost that disposal in a C &D landfill. <br />17 <br />
