Costs <br />Approximately $64,000 has been spent to date for permitting/engineering for this site. Additional <br />costs to acquire and develop this site would be approximately $350,000. We believe that no other <br />site in Orange County could be acquired and developed as inexpensively. This is due in part to <br />some of the proposed site already being owned by the Landfill Fund and Duke University providing <br />the buffer area. Additional savings are available due to the site's proximity to our existing landfill <br />infrastructure. <br />Funds are available in a Landfill Reserve Fund - Reserved for Acquisitions & Construction. <br />B. Permanently Ceasing C &D Management <br />The option of Orange County simply getting out of the business of managing C &D wastes has been <br />discussed previously. Since state law does not require Orange County to provide such facilities, <br />C &D waste management could be considered as not being an essential public service. <br />C &D waste for FY 1998 -99 totaled 33,577 tons, or 36.6% of all Orange County waste disposed. It <br />is clear that as Orange County continues it's rapid growth the production of C &D wastes will <br />continue. <br />In May of 1998 we conducted an analysis (attachment 3 -1) of the 2,089 C &D waste deliveries for <br />the month. Of the total, 1,255 (60.1 %) were loads of less than 1 ton. This indicates that the <br />majority of the loads are quite small. The analysis also indicated that the Orange County <br />government (permits) was the single largest identifiable small load customer at 286 loads or 23% of <br />all loads under 1 ton. This analysis would seem to conclude that the absence of a "local" C &D <br />disposal facility would most heavily impact customers with smaller loads of C &D waste. <br />Additionally, we also conducted a survey of all incoming loads for a one week period in June of <br />1998. The results of this survey are also included in attachment 3 -1. <br />Key Issues <br />* have provided local C &D management options since 1972 <br />* no law requiring Orange County to provide these facilities <br />* no other Orange County C &D disposal options available <br />* limited regional C&D options available <br />* would likely result in use of illegal handling of C &D waste by illegal dumping, burning, <br />on -site burying, etc. <br />* continued generation of significant amounts of these wastes is likely given level of growth <br />in the county <br />* even if these wastes were hauled our -of -county they would still count against Orange <br />County in calculating progress toward waste reduction goals <br />15 <br />
