C. Develop a New Interim C &D Landfill Whose Capacity Would Coincide With the <br />Remaining Capacity of the MSW Landfill <br />This option would require a new C &D landfill be developed, however, the new facility would be <br />sized to reach capacity at the same time as the MSW (lined) landfill reaches capacity. It assumes <br />that a long term approach for both types of waste will have been developed and implemented by the <br />2006. It does not necessarily assume that there is one solution for both wastes, however, this could <br />be the case. <br />There is no apparent financial or operational benefit to developing such a short duration site except <br />that it could be done in order to coincide with the remaining capacity of the MSW facility. <br />Key Issues <br />* siting and permitting process/decisions for a small, approximately 5 -6 year site would be <br />virtually identical to that of a long term, permanent site <br />* presumably a smaller property could be developed, however, the minimum 200' buffer <br />requirements would still apply <br />* would result in two siting processes/decisions rather than one (interim and permanent) if <br />the long term C &D solution is to continue landfilling what cannot be recycled <br />* costs for siting/development/permitting for a smaller site similar to that of a larger site <br />with much less return on the public fund investment <br />* there would be no disruption of local disposal service <br />* small site development/operations would cost more per ton and generate less revenue per <br />ton <br />* there would be no illegal dumping or other potentially negative repercussions of not <br />having local disposal options <br />* could negatively impact the ability to salvage /recycle because of long term uncertainties <br />regarding location and the reluctance to develop permanent recycling facilities at a <br />temporary disposal site <br />* such a small site would still be committed to a 30 year post - closure <br />maintenance/monitoring required of C &D facilities and related expenses <br />Costs <br />The economics of siting, permitting, and operating a small, limited duration site would be very <br />unfavorable. In fact, we believe that there is no financial benefit to purposely developing a 5 -6 year <br />C &D disposal facility. We believe that it would be much less costly to simply divert C &D to the <br />MSW landfill and develop a final solution for both materials in 2004 rather than in going through <br />the difficulty and expense of developing a new C &D landfill for such a short period of time. <br />13 <br />
