3. Suspension of Acceptance of C &D <br />It is possible to suspend Orange County's provision of C &D disposal services for a few weeks or <br />months. Users could be provided a list of other available permitted disposal alternatives within the <br />Piedmont region and asked to take their materials there until a local facility becomes available. A <br />comprehensive list of permitted C &D facilities state -wide is included as attachment 2 -1 <br />Key Issues <br />* some level of illegal disposal activity should be anticipated <br />* fund would forgo approximately $113,000 /month revenue <br />* inconvenience for Orange County users <br />* hauler could be mix C &D materials with MSW requiring disposal in the lined landfill <br />* relatively easy to implement <br />* would be the first time in 27 years that no local C &D disposal option is available <br />Costs <br />Other than the lost tipping fee revenue for Orange County, all other costs would be borne by the <br />haulers. These additional expenses would primarily be associated with increased hauling costs to <br />more distant facilities. <br />4. Hauling C &D to the Durham Transfer Station <br />Hauling Orange County C &D to the City of Durham transfer station is an option that the solid waste <br />staffs of both governments`have previously discussed. Several operational/contractual issues have <br />been raised regarding this option (as well as other joint transfer station concepts). Nevertheless, this <br />remains an option, notwithstanding concerns. <br />Key Issues <br />* staff of both governments raise concerns regarding any but the most short term use of this <br />option <br />* there would be disruption of local service <br />* fund would forgo $113,000 /month revenue <br />* it is uncertain what level of illegal disposal may occur <br />* relatively easy to implement <br />* we would anticipate a reduction in C &D salvage opportunities <br />* would require some formal agreement with the City of Durham <br />* inconvenience to Orange County haulers <br />* Durham's transfer station has limited capabilities for accepting any additional waste, <br />particularly C &D wastes <br />11 <br />
