Placing C &D in MSW Landfill <br />In the event that a new C &D landfill would not be ready at the time that our existing facility is full, <br />one option is to simply shift the C &D wastes, for a few weeks to a few months, to the lined MSW <br />landfill. There are several key issues that we believe should be considered regarding this option. <br />Key Issues <br />* each two months C &D is diverted to the MSW area we would loose one month <br />(approximately) of MSW life <br />* the lined landfill is permitted to receive C &D wastes <br />* there would be no disruption of local disposal service <br />* there would be no interruption of enterprise fund revenue <br />* there would be no illegal dumping or other potential negative repercussions of not having <br />local disposal options <br />* there would be some modest reduction in C &D salvage opportunities <br />Costs <br />The only cost associated with this option is the difference between the value of MSW (lined) <br />airspace and C &D airspace. It is generally understood that a significant difference exists between <br />the value of lined landfill space and unlined landfill space. While precise calculations are not <br />readily available for our facility, the customary estimate of the difference that has been used in <br />professional journals and in discussions with other solid waste professionals is about $20,000- <br />40,000 /acre for unlined C &D space to about $250,000- $350,000 /acre for lined space. <br />10 <br />
