Chapter 2 Temporary Options for C &D Management <br />In evaluating potential options for managing C &D wastes on a temporary basis we have identified <br />three reasons for which a temporary solution may be necessary. Each of the reasons for a temporary <br />(interim) solution will be discussed in some detail, offering options for proceeding. <br />1) to provide for C &D wastes until a new C &D landfill is ready, <br />2) a decision is made to place C &D wastes into the lined MSW landfill, with the intention of <br />finding a final solution for both MSW and C &D wastes once the MSW facility is full, <br />3) a decision is made to develop a new C &D landfill site that is sized to reach capacity at the <br />same time as the MSW facility, with the intention of finding a final solution for both <br />MSW and C &D waste once the MSW facility is full. <br />A. Development of a New C &D Landfill Will Not Be Completed In Time <br />The only site currently still under consideration as a C &D landfill is the 33 acre Eubanks Road site. <br />Significant geotechnical and other permitting work has been performed and a site plan application is <br />ready for submission to the state for review, pending resolution of two permitting issues. If this site <br />is ultimately selected, we believe that a minimum of 8 months from the BOCC decision to choose <br />this site would be necessary to complete the design and construct the facility. Essentially, this <br />means that if the BOCC makes this decision prior to the winter holiday vacation, we believe the site <br />could be ready when needed (approx. July, 2000). <br />If a new siting process is initiated, we believe that having the facility ready when the existing <br />facility reaches capacity is improbable. It would be our estimate that a new siting process, <br />permitting, design, and construction would take a minimum of one year. It is unclear what the cost <br />of a new siting process might be until a process is more clearly defined. <br />1. Amending Existing C &D Permit for Vertical_ Expansion <br />We have recently evaluated the concept of vertically expanding the existing C &D landfill by about <br />18' -20'. It is our estimate that such a modest expansion would extend the life of the existing facility <br />by about 18 months (from July 2000 to January 2002). This expansion would still be 12' below the <br />adjacent closed MSW landfill and would also be well below the surrounding buffer of trees to the <br />north and east. The expansion would not be more noticeable from surrounding neighbors than the <br />current permitted C &D elevation. <br />Unless otherwise directed, we are proceeding to prepare our amendment for submission to the state <br />for approval. Our staff landfill engineer will draft the necessary documents and submit them by <br />Z <br />
