30 <br />M - TRAFFIC IMPROVEMENTS -EXTERNAL: <br />In addition to any and all applicable Federal, State, or local requirements, the <br />following specific standards shall govern external transportation improvements for <br />the Project: <br />1. External roadway improvements shall be constructed in accordance with a <br />phased construction/development plan in accordance with: <br />a. NC DOT requirements and guidelines, <br />b. The approved Project concept master plan, <br />c. Individual TIA plans produced and submitted for review and <br />approval as part of the site plan review and approval process as <br />detailed within Section B of this document, and <br />d. The standards outlined herein. <br />As previously indicated, BRA shall post a bond and/or Letter(s) of Credit for <br />all required external roadway improvements for the entire Project, as <br />detailed within the Master TIA document, prior to the issuance of a <br />Building/Zoning Compliance Permit authorizing any and all development <br />within the Project as detailed within Condition Three (3), Section A. <br />2. Required roadway improvements shall be accommodated within existing <br />road rights-of--way. <br />If additional right-of-way is required, BRA shall secure the necessary land <br />via purchase agreements with affected property owners in accordance with <br />NC DOT right-of--way acquisition process, <br />3. ~ The roadway expansion of the existing bridge over Interstate 85 to <br />accommodate five (5) lanes of traffic, as detailed within the TIA, shall be <br />designed to accommodate bicycle lanes and pedestrian sidewalks running <br />both north and south, <br />4. Buckhorn Road shall be widened to accommodate four (4) lanes of traffic, <br />shall be designed to accommodate bicycle lanes and pedestrian sidewalks <br />running both north and south to the intersection of West Ten Road, <br />5. The developer shall widen Buckhorn Road along the southbound lane, from <br />the intersection of West Ten Road, to create a merge lane for all <br />southbound traffic as required by the approved TIA, <br />6. A bicycle lane shall be provided along the eastern portion of West Ten <br />Road running along property line of the development within the road right- <br />of-way, <br />~. All street signals shall be erected utilizing metal poles, <br />8. The County, the City of Mebane, and NC DOT shall approve all metal utility <br />poles allowing for the erection of street signals, both internal and external, <br />prior to installation, <br />
