that focuses on a multi-modal approach to protecting the environment. <br /> Given below is a suggested combination of the May 6, 2008 Transportation Element draft Goals <br /> and Objectives, and the subsequent OUTBoard recommended changes given in the agenda <br /> packet for the August 25, 2008 public hearing. <br /> The major changes made by this combination restore the original May 6 goal T-1, and also <br /> clarify and strengthen that goal and associated objectives. For example, the May 6 Objective T- <br /> 1.2 is stated as two objectives (T-1.3 and T-1.4). Having separate categories for environmental <br /> impacts and community impacts is similar to the approach used by the DCHC MPO <br /> Transportation Advisory Committee (TAC) when the TAC evaluates transportation facilities. <br /> Restoring the original first goal involves a few changes in the subsequent goals and objectives <br /> to take into account other changes in the Goals and Objectives made by the OUTBoard. It also <br /> involves renumbering the other goals, so that the OUTBoard Goal 1 becomes Goal 2, and so <br /> forth. <br /> The suggested changes to the Goals and Objectives cover pp. 9-29 through 9-34 of the <br /> OUTBoard document in the August 25 hearing packet. These pages are also numbered (at the <br /> top of the page) as pages 41 through 46 of the August 25 packet. <br /> I. CHANGES TO THE GOALS <br /> A. Transportation Goal 1 (starts on page 9-30, also numbered page 42 in the August 25 packet) <br /> An efficient and integrated multi-modal transportation system that protects the natural <br /> environment and community character. <br /> B. Transportation Goal 2 Integrated land use planning and transportation planning. <br /> C. Transportation Goal 3 A comprehensive network of connected transportation corridors <br /> (roads, sidewalks, rail, etc) supporting an appropriate mix of traffic. <br /> D. Transportation Goal 4 <br /> Efficient and safe traffic movement along Orange County routes and corridors <br /> E. Transportation Goal 5 <br /> A comprehensive, creative, and effective transportation planning process. <br /> II. CHANGES TO THE OBJECTIVES <br /> A.
