asked the County Commissioners to please make the Comprehensive Plan Update a document <br /> that reflects the concerns of its citizens and can easily be understood by its citizens and those <br /> making policies from it for the next 20 years. <br /> Deonna Angelillo asked about Senate Bill 1925 regarding the airport authority that will be <br /> formed. The airport will be established in Orange County. She asked how the public will know <br /> who the Board of County Commissioners has appointed to this authority. She asked about the <br /> reasonable timeframe of disclosure of who has been appointed. She asked for any advice on <br /> the general statute that outlines the criteria for the validity of an Airport Commission. <br /> Chair Jacobs said that this is a public hearing on the Comprehensive Land Use Plan and <br /> he suggested that she ask the County Attorney about the last question. Regarding the first two <br /> questions, the Board makes appointments in public session. The Board of County <br /> Commissioners had nothing to do with creating the Senate bill and it was not consulted. <br /> Whatever information the Board receives, it will share with the public. <br /> Steve Yuhasz complimented the Planning staff and all of the advisory boards on <br /> compiling all of the policies that form County government decisions. He thinks that the real <br /> planning will have to take place in the implementation phase. This is where everyone will need <br /> to stay involved and stay informed. One specific item in the plan is in the Economic <br /> Development Element on page 316, lines 42-45, in particular, the statement that, "maintaining <br /> this quality of life will require enhanced revenue streams to cover the costs of new or expanded <br /> services." It goes on to say that, "higher level of services can be provided with additional <br /> economic development." He thinks that a commitment to ever-expanding levels of service <br /> provided by the County is too much of a burden to put on the County and to include in this <br /> Comprehensive Plan.
