Gordon Battle Courtroom in Hillsborough, N.C. <br /> COUNTY COMMISSIONERS PRESENT: Chair Barry Jacobs and Commissioners Valerie <br /> Foushee, and Moses Carey, Jr. <br /> COUNTY COMMISSIONERS ABSENT: Alice M. Gordon and Mike Nelson <br /> COUNTY ATTORNEY PRESENT: Geof Gledhill and Brian Ferrell <br /> COUNTY STAFF PRESENT: Assistant County Manager Willie Best and Deputy Clerk to <br /> the Board David Hunt (All other staff members will be identified appropriately below) <br /> PLANNING BOARD MEMBERS PRESENT: Chair Jay Bryan and Members Craufurd <br /> Goodwin, Renee Price, Judith Wagner, Larry Wright, Bernadette Pelissier, Jeffrey Schmitt, and <br /> Brian Crawford <br /> PLANNING BOARD MEMBERS ABSENT: Joel Knight and Michelle Kempinski <br /> The meeting was called to order at 7:33 pm. Commissioner Gordon and Commissioner <br /> Nelson were unable to attend because they were out of town. <br /> A. OPENING REMARKS FROM THE CHAIRS <br /> B. PUBLIC CHARGE <br /> The Chair dispensed with the reading of the public charge. <br /> C. PUBLIC HEARING ITEMS <br /> 1. Zoning Atlas Amendment, Planned Development Petition for Efland Commons Single- <br /> Family Subdivision: Review of a Planned Development (PD)/rezoning petition proposing <br /> the development of a 45-lot single-family subdivision on 12.88 acres of land in Cheeks <br /> Township at the northwest intersection of Tinnin Road (SR1313) and School House Road <br /> (SR1314). <br /> Orange County Planning Board Chair Jay Bryan introduced the Planning Board and <br /> Planning Director Craig Benedict. <br /> Craig Benedict introduced this item. This is a zoning atlas amendment from the R1, Rural <br /> Residential zoning designation to the Efland Commons Planned Development. This is located <br /> in the Efland Urban Transition Area, which is noted on the Land Use Plan. It is located near <br /> Efland-Cheeks Elementary School, north of US 70. This development also includes a Class A <br /> Special Use Permit. <br /> Planning Supervisor Robert Davis made a presentation with maps and photos. The purpose <br /> of tonight is to receive evidence by the petitioner and the public. The process includes a joint <br /> public hearing of the BOCC and Planning Board, which is this meeting.
