<br />NORTH CAROLINA <br />ORANGE COUNTY <br />AFFIDAVIT OF PUBLICATION <br />Before the undersigned, a Notary Public of said County and State, duly <br />commissioned, qualified, and authorized by law to administer oaths, personally <br />appeared Paulines Newman, who being first duly sworn, deposes and says: that <br />she is Bookkeeper of The News of Orange County Publishing Co. engaged in the <br />publication of a newspaper known as The News of Orange County published, issued, <br />and entered as second class mail in the City of Hillsborough, in said County <br />and State; that she is authorized to make this affidavit and sworn statement; <br />that the notice or other legal advertisement, a true copy of which is attached <br />hereto, was published in The News of Orange County on the following dates: <br />July 24, 31, 1969 and that the said newspaper in which such notice, paper, <br />document, or legal advertisement was published was, at the time of each and every <br />such publication, a newspaper meeting all of the reouirements and qualifications <br />of Section 1-597 of the General Statutes of North Carolina and was a eualified <br />newspaper within the meaning of Section 1-597 of the General Statutes of North <br />Carolina. <br />This 29th day of August, 1969. <br />/s/ Pauline Newman <br />Sworn to and subscribed before me, this 29 day of August, 1969 <br />/a/ Lucille B. Ray <br />Notary Public <br />My Commission Expires 4-30-71 <br />A full opportunity to be heard on said cuestion having been granted to all <br />residents and taxpayers of the County of Orange and to all other interested persons, <br />the following resolution was introduced by Mr. ward, who moved its adoption: <br />A RESOLUTION DECLARING THE NEED FOR A <br />HOUSING AUTHORITY TO FUNCTION IN THE <br />COUNTY OF ORANGE, NORTH CAROLINA. <br />i <br />BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF ORANGE COUNTY, NORTH CAROLINA: <br />That a petition having been filed with the Register of Deeds and ex officio <br />Clerk to the Board of Commissioners of Orange County by twenty-five (25) residents <br />thereof, setting forth that there is a need for a Housing Authority to function <br />therein, and a public hearing having been held, upon due notice given by said Register <br />of Deeds and ex officio Clerk, all pursuant to the "Housing Authorities Law" of the <br />State of North Carolina, the Board of Commissioners of Orange County finds, determines <br />and declares, that: <br />1. Insanitary and unsafe inhabited dwelling aceomodations exist in the County <br />of Orange, North Carolina; and <br />2. There is a lack of safe and sanitary dwelling accommodations in the County of <br />Orange, North Carolina, available for all the inhabitants thereof; and <br />3. There is need for a Housing Authority to function in the County of Orange, <br />North Carolina; and <br />4. A petition setting forth the need for a Housing Authority to function in the <br />County of Orange, North Carolina, has not been denied by the Board of Commissioners i <br />of Orange County thereof within three months of the date of the filing of the aforesaid <br />petition; and <br />5. The Chairman of the Board of Commissioners of Orange County, North Carolina, <br />be promptly notified of the adoption of this resolution; and <br />6. The Chairman be and he hereby is directed to file in the office of the Register <br />of Deeds and ex officio Clerk of said Board of Commissioners of orange County, North <br />Carolina, the necessary certificate evidencing the appointment of the Commissioners and <br />designation of the first Chairman of the Housing Authority, pursuant to the "Housing <br />Authorities Law'' of the State of North Carolina; and <br />7. Said lack of safe and sanitary dwelling accommodations in the County of Orange, <br />North Carolina, available for all the inhabitants thereof, at rents which persons of low <br />income can afford, compels such persons to occupy overcrowded and congested dwelling <br />accommodations; that the aforesaid conditions cause an increase in and spread of disease <br />and crime; that the clearance and reconstruction of the areas in which insanitary or <br />unsafe housing conditions exist are public uses and purposes, and that it is in the public <br />interest that work on such projects be instituted as soon as possible in order to relieve <br />unemployment which now constitutes an emergency, that it is necessary to the immediate <br />preservation of the public peace, health, and safety that this resolution become effective <br />without delay, and, therefore, the same shall take effect and be in force immediately upon <br />its adoption.
