We will wait patiently for you to contact us when you are ready to move and <br />want to assure you that we hope you will call on us if there is anything that you <br />would like for us to do." <br />Commissioner Ward expressed his appreciation to Chairman Smith for the position he <br />had taken relative to the Fiber Industries matter. Each member of the Board concurred <br />with the statement made by Commissioner Ward. <br />Norman Long, Zoning Officer, stated that there were several items which should be <br />considered. One being the recuest of Kenneth Cheek for re-zoning, and the other being <br />the fact that the term of Preston Hogan, member of the County Planning Board, will expire <br />September 28, 1969. <br />The Board advised Mr. Long that they would take these items under consideration. <br />Lucius Cheshire, County Attorney, explained the legal requirements for the passage of <br />Ordinances by the County Board of Commissioners. The County Attorney presented two <br />Ordinances which had been prepared byy the Governor's Committee on Law & Order and were <br />entitled "AN ORDINANCE AUTHORIZING THE CHAIRMAN OF THE BOARD OF COMMISSIONERS TO PROCLAIM <br />RESTRICTIONS IN RESPONSE TO THE NEEDS OF AN EMERGENCY" and "API ORDINANCE TO PERMIT DISPERSAL <br />OF ASSEMBLIES DURING AN EMERGENCY". He explained that the Town of Hillsborough had already <br />adopted the ordinances. Discussion ensued. In order to meet the requirements, the County <br />Attorney read each ordinance in its entirety. It was agreed that the ordinances should be <br />amended to read that the Board of Commissioners and the Chairman of the Board of Commissioners <br />shall have the authority to issue proclamations. <br />Unon motion of Commissioner Ray, seconded by Commissioner Bennett, it was moved and <br />adopted that the Board proceed with the necessary legal requirements in order that said <br />ordinances might be adopted. <br />Paul Alston and Coolidge Porterfield were present and Chairman Smith advised the Board <br />that the matter of the establishing of a County Housing Authority would not be open for <br />discussion. <br />Commissioner Ward innuired of the other Board members if there had been any change in <br />the sentiment of the opponents to the County Rousing Authority. Commissioner Walker stated <br />that there had been some change in the attitude of those persons who had contacted him, but <br />there was still opposition which existed. Commissioner Ward stated that the public hearing <br />had established as a positive fact that there is a tremendous housing need in the County and <br />that the Federal and State Government were endeavoring to do something about the needs, and <br />that the citizens of Orange County could not take advantage of the programs being offered <br />by the Federal Government unless the County establishes a Public Housing Authority. <br />Commissioner Ward stated further that the establishment of such an authority was frought <br />with headaches and that he, for one, was reluctant to assume additional duties over and <br />above those already being borne by each member on the Board, but that he saw no alternative <br />other than the establishment of a Public Housing Authority with the Board of Commissioners <br />being the designated housing authority. <br />Commissioner Ray stated that he would vote for a motion which would establish the <br />Housing; Authority, but that he felt the Board was creating a monster that will eat as all <br />up, however, he could not and would not deny the privilege of Orange County -citizens being <br />in the position to purchase their own homes. Re stated further that he was hopeful that <br />all parts of Orange County would receive equal treatment in dispensation of Public Housing <br />Authority funds. <br />The Chairman announced that a petition having been filed with the Register of Deeds <br />and ex officio Clerk to the Board of Commissioners of Orange County, by the reouisite <br />number of residents of the County, setting forth that there is a need for a Rousing <br />Authority to function in the County of Orange, as provided by the "Housing Authorities Law" <br />of the State of North Carolina, and the Register of reds and ex officio Clerk having <br />given due and proper notice of a public hearing to be held at this time and place, at which <br />the Board of Commissioners would determine the need for such an Authority in the County, the <br />said Clerk was directed to read such notice and the proof of publication thereof reeuired by <br />said Housing Authorities Law, which notice and proof of publication were ordered spread upon <br />the minutes as follows: <br />"NOTICE <br />Orange County <br />North Carolina <br />The Orange County Board of Commissioners will hold a Public Hearing in the <br />Superior Courtroom of the Oran a County Courthouse in Hillsborough, North Carolina <br />at 8*00 p.m, on Monday August 9, 1969 to determine the public sentiment regarding <br />creation of a Public Rousing Authority for Orange County. <br />Betty June Hayes <br />Clerk, Orange County <br />Board of <br />Commissioners <br />July 24, 31
