Gattis, Acting Clerk <br />----------------------------------------------------------------------------------------- <br />MINUTES OF THE ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />July 17, 1969 <br />The Board of County Commissioners -crf Orange County met in adjourned session in the <br />Courtroom of the Courthouse in Hillsborough at 8:00 o'clock P.M. on Thursday, July 17, 1969. <br />Members Present: Chairman Carl M. Smith, and Commissioners Harvey D. Bennett, <br />William C. Ray, Henry S. Walker and Ira A. Ward. <br />Members Absent: None <br />Coolidge Porterfield, Representative of the Orange-Chatham Community Action Agency, <br />submitted the following petition: <br />"We, the undersigned residents of Orange County, recognizing the need for <br />more safe and sanitary dwelling accommodations in said county, do hereby petition <br />the Board of County Commissioners to call a public hearing pursuant to the provisions <br />of General Statutes 157-33, as amended by the 1969 General Assembly, on the cuestion <br />of creating a county housing authority." <br />The petition was signed by thirty-three Orange County residents.. Discussion ensued. <br />Upon motion of Commissioner Bennett, seconded by Commissioner Ward, it was moved <br />and unanimously adopted, that a Public Hearing be held at 8:00 o'clock P.M. on Monday, <br />August 4, 1969, in the Courtroom of the Courthouse in Hillsborough, relative to the <br />creation of a County Public Housing Authority. <br />It was agreed that the following notice would be published: <br />"NOTICE <br />Orange County <br />North Carolina <br />The Orange County Board of Commissioners will hold a Public Hearing in the <br />Superior Courtroom of the Orange County Courthouse in Hillsborough, North Carolina <br />at 8:00 p.m, on Monday, August 4, 1969, to determine the public sentiment regarding <br />creation of•a Public Housing Authority for Orange County. <br />Betty June Hayes <br />Clerk, Orange County Board of Commissioners <br />July 24,31" <br />Unoa motion of Commissioner Ward, seconded by Commissioner Bennett, it was <br />moved and unanimously adopted, that F. W. Hengeveld be appointed to the Chapel Hill <br />Board of Adjustments to fill the unexoired term of C. Ritchie Bell. Said term expires <br />June 30, 1971. <br />Dr. Roy Lindahl, Chairman of the Chapel Hill School Board and Dr. W. S. Cody, <br />Chanel Hill School Superintendent, presented amended budgets, formerly approved by the <br />School Board, to the County Commissioners for their approval. The amended current <br />ex?:ense budget totaled $361,975 from County Sources and the amended Capital Outlay <br />Budget totaled $704,450. Discussion ensued. <br />The County Board of Education reviewed their budgets with the Board. They advised <br />the Commissioners that the very least they could operate on this year was a Current <br />Expense allotment of $71.00 per student. This situation results principally because of <br />last years level of operation that allowed employment of additional teachers because <br />of previous unexpended balances. They further stated that with the reduction of two <br />teachers from last years total, the previously mentioned figure of $71.00 is the bare <br />minimum with which they felt they could operate. Discussion ensued.
