MINUTES OF THE ORANGE COUNTY ] ..?E 2D3 <br />BOARD OF COP-24ISSIONERS <br />June 11, 1969 <br />The Board of Commissioners for the County of Orange, North Carolina, met <br />in adjourned session in the Commissioners' Room at the Courthouse in Hillsborough, <br />North Carolina on Wednesday, June 11, 196% at 8:00 o'clock P. M. <br />Members Present: Chairman Carl M. Smith, and Commissioners Harvey D. <br />Bennett, William C. Ray, Henry S. Walker and Ira A. Ward. <br />Members Absent: None <br />Marshall Cates, Chairman County Board of Elections, Shelton Sparrow, <br />Member of the County Board of Elections, L. M. Cheshire, County Attorney, <br />Roger B. Foushee, Chairman Democratic Executive Committee and P. H. Craig, <br />Chairman Republican Executive Committee were present. <br />This meeting was called for the purpose of discussing with the Board of <br />Elections the alleged irregularities which occured during the last Chapel Hill <br />Municipal Election. <br />Chairman Smith read the petition which he had received relative to the <br />allegation that non-residents were allowed to vote in the municipal election, <br />and he also read a letter from the Town of Chapel Hill which suggested that the <br />voter registration books be compared with the County tax scrolls for the purpose <br />of securing additional tax listings and checking the residency of said voter <br />registration books. <br />Marshall Cates, Election Board Chairman, discussed with the Board of <br />Commissioners the newspaper articles concerning the alleged voter irregularities. <br />He stated that the Board of Elections have investigated most of the allegations <br />set forth in the newspaper articles and found most of said allegations were <br />completely unfounded. Mr. Cates advised the Board of Commissioners that the <br />Board of Elections had instructed its attorney to recommend the necessary legal <br />action which should be instituted by the Board of Elections relative to the <br />remaining allegations. Discussion ensued further as to the problems encountered <br />during the last municipal election. It was the opinion of the Board of Elections <br />that most of these difficulties oceured due to the rapid turn over in voter <br />registration in the Chapel Hill area and that the lack of a full time clerical <br />staf4 which could properly process the new registrants and complete the transfer <br />of registrants from one precinct to another, only added to the confusion which <br />did exist. <br />There being no further business to come before the Board the meeting was <br />adjourned to meet again on Monday, June 23, 1969, at 8:00 P.M. in the Court Room <br />of the Courthouse in Hillsborough, N. M. <br />Members Present: Chairman Carl M. Smith and Commissioners Harvey D. Bennett, <br />William C. Ray, Henry S. Walker and Ira A. Ward. <br />Members Absent: None <br />Members of the Chapel Hill School Unit and the Orange County Welfare Board <br />were present to present their 1969-1970 budget. These budgets were reviewed <br />with each Board of the respective units. <br />There being no further business to come before the Board said meeting was <br />adjourned to meet again on Wednesday, June 25, 1969. <br />Carl M.
