North Carolina Department of Transportation, Rural Operating Assistance <br /> Program (ROAP) and Supplemental ROAP Grant Application for FY 2008-2009 <br /> The Board considered conducting a public hearing for the NCDOT Rural Operating <br /> Assistance Program (ROAP); approving the annual FY 2008-2009 ROAP grant application <br /> including supplemental request; and authorizing the Chair to sign. <br /> Department on Aging and Transportation Director Jerry Passmore thanked <br /> Commissioner Gordon for her advocacy of transportation for Orange County. This grant is all <br /> State and Federal dollars with no County match. The amount is now$199,929. <br /> He said that the department is required to hold a public hearing. <br /> Al Terry said that the ROAP is broken into three categories. Regarding Work First, all <br /> funds are funneled to the Wheels for Work program ($21,870); Elderly Disabled Transportation <br /> Assistance Program ($93,745); and the Rural General Public ($84,314). This is $10,828 more <br /> than what was received the previous fiscal year. The allocation is based on the rural population <br /> of Orange County, excluding Chapel Hill and Carrboro. <br /> There was no public comment. <br /> A motion was made by Commissioner Gordon, seconded by Commissioner Carey to <br /> close the public hearing, approve the annual FY 2008-2009 ROAP grant application including <br /> supplemental funds totaling $199,929 for FY 2008-2009, and authorize the Chair to sign the <br /> Certification Statement of Participation. <br /> VOTE: UNANIMOUS <br /> C. Public Hearing and Final Resolution for Financing of the Animal Services <br /> Facility <br /> The Board conducted a public hearing and considered adopting a resolution required for <br /> final approval of the financing for the construction of the Animal Shelter. <br /> Gary Humphreys introduced this item. The issuance includes $8 million, plus another <br /> $1.3 million for solid waste equipment. This keeps the financing under$10 million, so there can <br /> be bank qualifying rates. This is a very favorable rate of 3.68% in this financing. The financing <br /> is for a term of 15 years. The LGC approval is scheduled for September 2nd. The maximum tax <br /> impact associated with this is .65 cents.
