Animal Services Facility—Second Amendment to Agreement for
Construction Manager at Risk
The Board considered approving a Second Amendment to the Agreement for
Construction Manager at Risk; and authorizing the County Manager to execute future change
orders.
Chair Jacobs asked if this was taking $104,000 to apply to change orders and then
giving the Manager the authority to allocate that. He said that he thought that there was a
policy that limited the amount the Manager could allocate to $25,000.
Pam Jones said that the policy is $5,000, but the Board of County Commissioners can
give authority for the Manager to make change orders up to the amount of the project budget.
Laura Blackmon proposed to have an information item as to what has been approved to keep
the County Commissioners informed.
Chair Jacobs said that the County Commissioners have asked for regular updates on
all construction projects. He said that the Board is not getting these reports and it would be
nice to get these. He thought that the Animal Shelter was not supposed to be ready until
February. Pam Jones said that the contract says January, and she is working with the
contractor to try and meet the deadline. The concrete deadline for the University is December
31st. The Town of Chapel Hill is doing all that it can to move things along. It has been a good
team effort.
A motion was made by Commissioner Carey, seconded by Commissioner Foushee to
approve the Second Amendment to the Agreement for Construction Manager at Risk for the
Animal Services Facility; and authorize the County Manager to execute future change orders to
the extent of project funding; and that the Manager inform the Board of County Commissioners
of all change orders made to this.
Pam Jones said that the staff could do a summary each month.
VOTE: UNANIMOUS
ff.
