Gordon Battle Courtroom in Hillsborough, North Carolina. <br /> COUNTY COMMISSIONERS PRESENT: Chair Barry Jacobs and Commissioners Moses <br /> Carey, Jr., Valerie P. 'Foushee, Alice M. Gordon, and Mike Nelson <br /> COUNTY COMMISSIONERS ABSENT: <br /> COUNTY ATTORNEYS PRESENT: Geoffrey Gledhill <br /> COUNTY STAFF PRESENT: County Manager Laura Blackmon, Assistant County <br /> Managers Willie Best and Gwen Harvey, and Clerk to the Board Donna S. Additions or Changes to the Agenda <br /> Chair Jacobs asked for a moment of silence for Atlas Fraley, who passed away last <br /> week. He expressed condolences to Mr. Fraley's family. <br /> Chair Jacobs said that the County is working with the State Medical Examiner's office <br /> and will be as forthcoming and prompt as possible to get some answers. <br /> Chair Jacobs went through the material at the County Commissioners' places. There <br /> was a handout with item 6-c concerning 2008 Housing Credit Funded Projects(lemon colored); <br /> a handout with item 4-x concerning results of bid bidding (salmon colored); a handout with item <br /> 5-a concerning Article 46- % cent sales tax projected (goldenrod); a letter from the Sheriff for <br /> item 3-d concerning the jail inspection report ; and a memo from Commissioner Gordon <br /> concerning overcrowding on Triangle Transit Route 420 operated by OPT. <br /> Chair Jacobs suggested that Board Comments be addressed after item 3 since there <br /> have been no Board Comments since May. <br /> PUBLIC CHARGE <br /> The Chair dispensed with the reading of the public charge. <br /> 2. Public Comments <br /> a. Matters not on the Printed Agenda <br /> Eugene Farrar said that he has a personnel issue with an employee of Solid Waste, Earl <br /> Morrow. He said that last year Mr. Morrow was an outstanding employee and received the <br /> highest award that he could from Orange County, but several months later he became the <br /> worst employee that Orange County has had. He said that he is here to challenge the Orange <br /> County Personnel Ordinance, which speaks to the fact that no third party is allowed in <br /> conferences when employees who work for Orange County have problems. He believes that <br /> this is in violation of civil rights and constitutional rights by not allowing them to have <br />
