d. To Approve Selection of an Executive Search Consultant for the County <br /> Attorney Position <br /> The Board considered approving a process for the review and selection of an Executive <br /> Search Consultant for the County Attorney position. <br /> Chair Jacobs said that two options were offered for the Board's consideration. <br /> Commissioner Gordon said that she would be willing to come back for a meeting in July <br /> on this issue. <br /> A motion was made by Commissioner Carey to approve option #1: <br /> All Commissioners receive the submitted proposals from the Executive Search <br /> Consultants. The Chair and Vice-Chair review the submitted proposals and, after receiving any <br /> comments from other Commissioners, select an Executive Search Consultant on behalf of the <br /> Board. <br /> There was no second. <br /> Commissioner Nelson said that the options are clear but there are no next steps. He <br /> asked which staff person would be overseeing the process. <br /> Laura Blackmon said that she recommends Human Resources Director Michael <br /> McGinnis. <br /> Commissioner Nelson said that he is comfortable with Michael McGinnis. He made <br /> reference to the Request for Proposals and the Scope of Services and said that he does not <br /> feel comfortable with having 20 candidates referred to the Board. He would prefer 10 <br /> candidates. He said that he would also like to have a conversation about the confidentiality of <br /> the search process. He will not be here at the end of July, but he wants to be a part of this <br /> process. <br /> Commissioner Gordon said that she supports the Clerk receiving the applications as <br /> was done during the Manager search process. <br /> Chair Jacobs said that he would like for information to be submitted on a DVD so that it <br /> is more accessible. Also, he would like to add a meeting of just the Board to talk about the <br /> kinds of things that the County Commissioners are looking for in this candidate. He suggested <br /> having a conference call for those that cannot attend. <br /> Commissioner Nelson said that he would still prefer Michael McGinnis as the staff <br /> person because of his human resources expertise. <br /> A motion was made by Commissioner Gordon, seconded by Commissioner Nelson to <br /> approve option #2: All Commissioners receive the submitted proposals from the Executive <br /> Search Consultants. The Chair calls a special meeting on or before August 1st for the review <br /> and selection of an Executive Search Consultant; referring the top 10 applications; and that <br /> those Commissioners that cannot attend the meeting participate via conference call. <br /> VOTE: Ayes, 4; No, 1 (Commissioner Carey) <br /> A motion was made by Commissioner Foushee, seconded by Commissioner Gordon to <br /> appoint the Clerk as the staff person for this process. <br /> VOTE: Ayes, 4; No, 1 (Commissioner Nelson) <br /> e. Discussion on a Potential One-Quarter Cent Sales Tax Increase <br /> Referendum <br /> The Board considered a potential referendum on a one-quarter cent additional sales tax <br /> in Orange County and provided any comments and direction to staff. <br /> Chair Jacobs said that there will be a process to keep this on some kind of timetable <br /> because ballots are going to be printed for November decision, and the Board will have time to <br /> solicit comment and have more discussion. <br />
