Land use and development within one-half mile radius of proposed site will be used to assess
toDa| compabi|vissues related t000nnador streets and nJada." She asked that the
potential
also focus on the traffic that goes right past the potential transfer station sitas,
especially school buses from existing and future school sites that are just outside the half-mile
radius.
Jack Sanders made reference to item #1 on Technical Criteria, Central Location to
Collection Routes. He said that the application has to do with the shortest road mile distance
from the centroid. Regarding item #12 and the carbon footp[int, he said that the footprint really
has to do with all types of emissions. He said that the only thing that actually matters with this
application is the increased travel distance from the centroid of the waste generation to the
proposed transfer site. He said that item #12 is another consideration of item #1. He
requested that the information about#12 be moved over and added as another consideration of
ite #1. He said that there are a number of other considerations that could be added, and it all
boils down to the shortest road mile distance from the centroid such as impact on air quality.
He also requested that the "impact on air quality" be moved to the Technical Criterion #12, and
then #12 could be moved into item #1 or something could be added about the number of
residents affected for#2 in the Community-Specific Criteria. Regarding Community-Specific
Criterion #12 and coets, he questions whether cost is a community-specific criterion as such
that it ought to be listed here. He said that the County cannot afford to pay for the initial site
preparation of any site and he personally objects to using costs as a Community-Specific
Criterion.
Commissioner Gordon asked Olver representatives if they wanted to address the traffic
criteria #5 and #10 and if the traffic going by the site is addressed.
Bob Sallach said that, as far as the traffic oO[np8tibi|ity, they are looking at the roadway
connectors and the impact that the traffic has along those particular access points.
Commissioner Gordon asked if the traffic going by does count and Bob Sallach said
yes.
Commissioner Gordon noted Jack Sanders concerns. She said that some of the issues
he was concerned about were addressed at the last meeting but he did not hear the discussion
since he was not in attendance.
Bob Sallach said that time is being factored in for this particular criterion.
Commissioner Gordon asked about her proposed changes and Bob Sallach said that
they would recommend accepting these changes and incorporating them.
Commissioner Nelson made reference to the cost question and said that the County
Commissioners have a fiduciary responsibility to taxpayers to look at costs. He said that it
should not be the on|y h [ity, but itiea priority, and the ohterioOshould beiOdUded. He said
that, to Olver's cn8dit, it is ranked low with a ranking of 5. He thinks that it is GppnJpriate, but he
hears what Mr. Sanders is saying.
A motion was made by Commissioner Foushee, seconded by Commissioner Carey to
adopt the Final Technical and (oDlrnuOity-8pecifio rita[imiO the Transfer t@tioOSiting
process and authorize
Olver, Inc. to proceed with application of screening criteria and weighting factors and the
ranking of potential candidate sites.
VOTE: UNANIMOUS
Chair Jacobs said that the resolutions from Rev. Campbell would be put on one of the
next Transfer Station Siting Work Sessions.
