BOCC revisions, and continue dialogue with City of Durham officials in the near future regarding an interlocal agreement. Chair Jacobs made reference to Appendix A, the Proposed Permitted Use Table. He said that this is referenced but not adopted and Perdita Holtz said yes. Chair Jacobs suggested saying that it is referenced but not adopted and should be further reviewed, atrea[D|ined, and simplified. Chair Jacobs said that every year when there is discussion about improvements to 1-85, there is discussion about the wildlife corridor under the interstate and having specific requests to DOT when it does address change to 1-85. He wants to make sure that this is included and to say that what DOT is doing is acceptable. He suggested referring to the TIP request for improvements to 1-85 and including it by reference in this document. Commissioner Gordon said that the Planning Board has reservations about the Permitted Use Table in Appendix A, and also the proposed definition of the proposed new land use category of Eno Mixed Use. She would like to address the definition issue because the Planning Board has serious concerns about this. Geof Gledhill said that the Board could take the new language to public hearing in August and revise the definition. Then an amendment to the plan could be adopted. This is the cleanest way to do it. Commissioner Gordon asked about the Permitted Use Table and Geof Gledhill said that Chair Jacobs' suggestion would eliminate that table as part of the plan. Use tables are not usually in small area plans. Commissioner Gordon said to try and resolve this in a public hearing. Perdita Holtz said that August would be very quick to do this. Geof Gledhill said that November would work. Planning Director Craig Benedict said that staff will add wildlife corridor language by reference. Chair Jacobs stated his recommended motion. A motion was made by Commissioner Foushee, seconded by Commissioner Gordon to adopt the Eno EDD Small A �g Plan xvithproposed Pernli�edUse Table included iO Appendix A as ferred to but not adopted, which will be further reviewed, streamlined, and simplified to make it more compatible w ith existing Orange County ordinances; the proposed definition for the new land use category of Eno Mixed Use will be further reviewed at a public hearing to define appropriate proportions of uses; and Orange County's recommendations in the TIP related to improvements to Interstate 85 will be included by reference in the appropriate place in the Eno EDD Small Area Plan. Adoption of Final Technical and Community-Specific Criteria in the Transfer Station Siting Process The Board considered formal approval of Technical and Community-Specific Criteria as recommended by, Olver, Inc., based upon public comment received and direction provided by the BOCC during the Transfer Station Siting work session on June 10, 2008. Laura Blackmon made reference to the proposed criteria discussed at the last work session with additional comments.
