Michael Harvey: I would be concerned about emergency vehicles making turns on gravel and <br /> creating other problems. <br /> Chair Jacobs: So, in trying to do green development, we're going to surround it with a ribbon <br /> of permanent impervious surface. <br /> Michael Harvey: I understand the Board's concern. <br /> Chair Jacobs: It's just my concern. <br /> Michael Harvey: I'll take that into consideration. My concern would be the perpetual <br /> guarantee of adequate travel around the buildings. <br /> Chair Jacobs: The notion of 24-hour animal care being required. Where's that in our <br /> ordinance. <br /> Michael Harvey: It's not in the ordinance at all; it's something that we expressed concern <br /> about at the initial pre-development meeting about having animals on property with no <br /> caretaker. <br /> Chair Jacobs: The issue of impervious surface, which doesn't seem to be addressed in here. <br /> Am I just missing that or is that not relevant? <br /> Michael Harvey: I think it's always relevant to address issues of impervious surface. <br /> Chair Jacobs: That's based on approximations? <br /> Michael Harvey: It's based on the information that I have available. Of course, the revised site <br /> plan I'm going to have to review to determine what impact that's going to have on what I've <br /> already done as far as calculations. <br /> Chair Jacobs: Are the buffers that are proposed for this development the buffers that are <br /> required in this district, or are these reduced buffers based on the request of the developer? <br /> Michael Harvey: They are buffers as proposed by the developer. I'd like to point out that the <br /> buildings are several feet from the southern property line and 110 feet from the northern <br /> property line respectively. <br /> Chair Jacobs: So you're pointing that out to make what point? <br /> Michael Harvey: One of the concerns was raised that there's going to be a lot of construction <br /> near the adjacent or common property lines, and while I can see the point that the site plan <br /> does show roadway improvements close to property lines, the physical buildings themselves will <br /> be 85-110 feet away from various property lines. <br /> Chair Jacobs: Yet they are only recommending a ten-foot buffer on the southern property line. <br /> Michael Harvey: That is correct, and that's a concern we've already addressed with the <br /> applicant. <br />
