is an emergency vehicle lane that is proposed to go around the school. This emergency vehicle <br /> lane was added to address the concern submitted by the Orange County Fire Marshal <br /> concerning fire accidents. There are stacking lanes for student drop-off and pickup to the <br /> southwest of the proposed classroom buildings and a separate travel lane to separate and <br /> segregate vehicular access to this area, meaning that if you park and drop off a student, you're <br /> not going to have to be walking out into the middle of oncoming traffic. <br /> Elevations: <br /> Michael Harvey: There is going to be a central courtyard area, and this area is to be utilized <br /> for various purposes and is listed as both a garden natural area, small recreation area, which <br /> will mainly be utilized for study purposes. Here is another elevation angle showing the area that <br /> will not only afford some small recreation amenity, but will also allow pedestrian or student flow <br /> through the site and connect classrooms if necessary, or the administrative staff. <br /> Student Pick-up/Drop Off: <br /> Parking: <br /> This is a close-up view of the parking area and stacking area which I alluded to a few moments <br /> ago. You will note that the stacking area, as I previously indicated, is segregated to separate <br /> parked vehicles from those vehicles that are trying to access the site. This is not the only <br /> parking for the facility, as there are 37 parking spaces to the north of the proposed <br /> administration building and classrooms. You will also note on this slide the proposed <br /> playground area, a 3,000-square foot area that is going to be to the east of the proposed <br /> parking lot. The applicant is not proposing to have athletic fields, meaning that there is no <br /> proposal at this time to have a baseball/football/soccer field. There will be no organized,sports <br /> activities, at least none is proposed within this application. <br /> Pasture/Farm Area: <br /> Michael Harvey: This slide is intended to give you an idea of the proposed gravel driveway, <br /> the location of the barn where animals will be housed. There is also proposed to be a <br /> caretaker's cottage that will be housed with barn structure. One of the initial concerns on staff <br /> was that if you're going to have animals on this property without 24-hour supervision, we were <br /> concerned about animal safety. The applicant is proposing to have a caretaker's cottage that <br /> will be an employee of the school and is going to be responsible for the care of the animals 24 <br /> hours a day. To my knowledge, they are going to be associated also with the activities of the <br /> school in some type of administrative capacity, but I'll let the applicant get to that in greater <br /> detail during their presentation. <br /> Review of Project: <br /> °Article Eight (8), the project meets all applicable criteria except one (1) specifically Section <br /> 8.8.30 of the Ordinance, <br /> °Section 8.8.30 (3) (e) requires two (2) entrance ways for such projects. <br /> *Staff recommended denial of the application based on this deficiency <br /> *However, on June 16, 2008 staff was informed by the applicant that they would provide for two <br /> (2) access points for this project off of Terry Road.
