APPROVED 10/7/2008 <br /> MINUTES <br /> ORANGE COUNTY BOARD OF COMMISSIONERS <br /> REGULAR MEETING <br /> June 24, 2008 <br /> 7:30 p.m. <br /> The Orange County Board of Commissioners met in regular session on Tuesday, June <br /> 24, 2008 at 7:30 p.m. in the F. Gordon Battle Courtroom in Hillsborough, North Carolina. <br /> COUNTY COMMISSIONERS PRESENT: Chair Barry Jacobs and Commissioners Moses <br /> Carey, Jr., Valerie P. Foushee, Alice M. Gordon, and Mike Nelson <br /> COUNTY COMMISSIONERS ABSENT: <br /> COUNTY ATTORNEYS PRESENT: Geoffrey Gledhill <br /> COUNTY STAFF PRESENT: County Manager Laura Blackmon, Assistant County <br /> Managers Willie Best, Gwen Harvey, and Clerk to the Board Donna S. Baker (All other staff <br /> members will be identified appropriately below). <br /> NOTE: ALL DOCUMENTS REFERRED TO IN THESE MINUTES ARE IN THE PERMANENT <br /> AGENDA FILE IN THE CLERK'S OFFICE. <br /> 1. Additions or Changes to the Agenda <br /> Chair Jacobs went through the items at the Commissioners' places. There was a <br /> Power Point presentation for item 5-a, which is a public hearing item. <br /> The green sheet was a memo informing the Board that the County received a $132,000 <br /> grant from the Agricultural Development and Farmland Preservation Trust Fund for the Shared- <br /> Used Food Processing and Value-Added Center. <br /> The lavender sheet was from Commissioner Gordon and goes with item 6-c, related to <br /> the Technical and Community-Related Criteria for the waste transfer station search. <br /> There was a copy of the Sanford-Holshouser Economic Impact Analysis of the Buckhorn <br /> Village Project. The Board needs to forward any comments within the next week to staff. <br /> The other green sheet is an addition to the agenda, regarding the Shearon Harris <br /> Nuclear Power Plant. The Board agreed to add this as item 6-e-2. <br /> Chair Jacobs said that there is legislation to grant authority to any campus of the <br /> University of North Carolina system to establish an airport authority. The County <br /> Commissioners have had collaborative discussions with representatives of UNC-Chapel Hill <br /> about the possibility of siting a jet airport in Orange County. Some people are concerned that <br /> the Board of County Commissioners will not move fast enough or be overly resistant. He said <br /> that the County Commissioners remain open-minded and hope to work in a collaborative <br /> manner with representatives of UNC-Chapel Hill and the UNC system. Whatever happens, it is <br /> the Board's intention to represent the interests of the residents of Orange County and preserve <br /> the land use plan, maintain environmental protection, and preserve neighborhoods. He said <br /> that the County Commissioners will continue to work in a positive manner. <br /> PUBLIC CHARGE <br />
