Donna Coffey said that Family Counseling Service no longer exists, and that was <br /> $3,500. Orange Enterprises requested $10,000 less. The total for these cuts was $361,000. <br /> a. Staffing Decisions <br /> i. Transition of Long-Term Temporary Employees to Permanent Status <br /> Laura Blackmon said that the staff gave the County Commissioners these items at their <br /> places tonight. This item is addressed on Appendix C-2. <br /> Commissioner Gordon made reference to the Value Engineer position on the first page. <br /> This is a contracted position and she does not consider this the same as the other temporary <br /> positions. She would like to leave it on as a contract rather than an FTE. She also made <br /> reference to Animal Services and one-time startup costs for a temporary employee. She asked <br /> why there were one-time startup costs for someone that is already temporary and has been <br /> around for awhile. <br /> Animal Services Director Bob Morotto said that the one-time startup costs for the Animal <br /> Care Technician are for pre-exposure vaccinations. If the position is going to be filled <br /> permanently, it must be filled through a hiring process. <br /> Chair Jacobs said that he thought the whole point was to pay someone who is currently <br /> employed as a temporary and give them permanent status. <br /> Laura Blackmon said that part of the issue is that, even though these are temporary <br /> employees, it is a huge turnover and they want to get a permanent employee. <br /> Chair Jacobs said that one of the Board's discomforts with this particular page is that <br /> positions that the Board of County Commissioners have not approved are being embedded in <br /> departments. He said that this position should be struck out and should be applied for as a new <br /> position. <br /> Bob Marotto said that the department has relied upon a temporary line item to provide <br /> the minimum staffing in this area that is required to provide the service. The department needs <br /> to have a staffing complement to provide this service. <br /> Laura Blackmon asked Human Resources Director Michael McGinnis if the County <br /> would have to advertise for these positions. Michael McGinnis said that for a new FTE position, <br /> the County would advertise. <br /> Laura Blackmon said that her intent was to take a temporary position that has existed <br /> long-term, and to make it a permanent position— not for the benefit of the person currently <br /> serving, but as a position. <br /> Commissioner Carey said that he was approaching this as a fairness issue with the <br /> temporary to permanent status. <br /> Commissioner Nelson said that part of this is a fairness issue, but the other side is that <br /> the Board of County Commissioners decided not to fund certain positions and temporary <br /> monies were used. This is not good government or good practice. <br /> Commissioner Carey said that these offsetting revenues are currently in the budget and <br /> Donna Coffey said that they are mainly reductions in the temporary line items. <br /> Bob Marotto said that he does not believe that any of the temporary positions were <br /> created without Board oversight and approval. He said that with the transition of the operation <br /> of the shelter from APS to County administration there were decisions made that the way in <br />
